CALL TO ORDER The. meeting was called to order at'8:57 p.m. by Chairman Edgar in the City Council Chambers, 300 Centennial Way, Tustin, California. 2. APPROVAL OF MINUTES - DECEMBER 7, 1987, REGULAR MEETING It was moved by Hoestere~,, seconded by Kennedy,, to approve the Minutes of the December 7, 1987, Regular Meeting. The motion carried 5-0. 4.. REDEVELOPI~ENT AGENCY DEMANDS - OCTOBER & NOVEMBER, 1987 Listings of Redevelopment Agency Demands for the months of October and November, 1987. It was moved by Hoesterey, seconded by Kennedy, to approve the following Demands 'as reco(nmenlUed by" the IIFina'~Ce Department: October, 1987 - $301,886.51 and November,'1987 - $58,304.82. Carried 5-0. 60 AUTHORIZATION TO ADVERTISE FOR BIDS - PAINTING WITHIN CIVIC CENTER COMPLEX - RESOLUTION NO. RDA 87-20 A request for miscellaneous painting within Civic Center complex in con- junction with other projects previously approved by the Agency. As recommended in the inter-com dated December 14, 1987, prepared by the Public Works Department/Engineering D,~.vision, it was moved by Kennedy, seconded by Hoesterey, to adopt the following: RESOLUTION NO. RDA 87-20 -A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOP- MENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECI- FICATIONS FOR MISCELLANEOUS INTERIOR AND EXTERIOR PAINTING WITHIN THE CIVIC CENTER COMPLEX AND DIRECTING THE SECRETARY TO ADVERTISE FOR BIDS The motion carried 5-0. 39 6. DESIGN REVIEW NO. 87-33 FOR RETAIL CENTER AT 1101 EL CANINO REAL AT .- NEWPORT AVENUE - RESOLUTION NO. RDA 87-19 A proposal to construct a retail commercial center at the northeast corner of Newport Av.,e..nue and E1 Camino Real. The staff report and recommendation were presented by Senior Planner Rubin as contained in the inter-com dated December 21, 1987, prepared by the Community Development Department. REDEVELOPMENT AGENCY NUTES Page 2, 12-21-87 Senior Planner Rubin responded to Chairperson Pro.Tern Kennedy that the one variance staff anticipates is for placement of the shopping center monument sign, which will have to be evaluated when filed. Kelly expressed concern with the possibility of increased noise levels as well as existing parking problems. Agency discussion followed. Agency members Hoesterey and Kennedy debated eliminating the requirement for parking lot planters. Mr. Hoesterey was favorable to replacing the planters with tree wells or whatever will keep people from walking .through mud. Mrs. Kennedy stated this is a very visual' point in Tustin, and the planter will be an aesthetic softener. She compromised by asking that small step- ping stones be interspersed with greenery. Chairman Edgar agreed with having visual attractiveness. .However, if ground cover is trampled and destroyed, it will lessen the aesthetics. Mr. Edgar concurred that the planter should ha've easy access for those who wish to walk across the lot. ' A representative for the applicant requested clarification/amendment to several conditiOns in Exhibit A of Resolution No. RDA 87-19- Item 1.8-F - Staff clarified that this would not preclude patrons from making a left-turn from Newport Avenue into the alley. Item 1.10 - The City Attorney suggested an amendment to this con- dition to read, "Prior to issuance of Certificate of Occupancy, or grading and foundation permits, as determined by the Director of Community Development .... " Item 2.4 - Staff clarified that the item addresses the appli- cant's concern with the phrase "visible from the public right- of-way or adjacent properties." Mrs. Kennedy interjected that it is extremely difficult to get input from the developer when there is no staff member present to give the Agency any guidance, and was uncomfortable with the situation. ~ After Agency/staff discussion, it was moved by Hoesterey, seconded by K.e.nnedy, to adopt the following, incorporate the City Attorney's amendment to Item 1.10, and direct staff to work out with the developer any other items of concern, and bring back any items that have not been resolved at the next Agency meeting' '. ~ ~ . RESOLUTION NO. RDA 87-19 - A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, AUTHORIZING CONSTRUCTION OF A 25,28,1! SQUARE FOOT RETAIL SHOPPING CENTER AT 1011 ELCAMINO REAL (DESIGN/SITE. PLAN REVIEW 87-33) The motion carried 5-0. 7. OTHER BUSINESS Mr. Hoesterey thanked the Police Department for an excellent party, atten- ded by Council. .~ 8. ADJOURNMENT At 9'31 p.m., it was moved by Hoesterey, seconded, by Edgar, to adjourn to the next Regular Meeting on Monday, January 4, 1988.. Carried 5-0.. '. CHAIRMAN RECORD ING SECRETARY
