REPORT ON MAIN STREET PARKING PROHIBITION FROM NEWPORT AVENUE
WESTERLY (SOUTH SIDE)
RECOMMENDATION:
Pleasure of City Council.
BACKGROUND:
The background information for this report is referenced to the two
previous staff reports (copies attached) for Main Street. At the
last City Council meeting the Main Street parking issue was raised
again with regard 'to using the south side of Main Street for the
bank's customer parking.
DISCUSSION:
As stated before, it is staff's opinion that additional travel lanes
will be required on both Newport Avenue and Main Street as future
development and traffic generation occurs in this general area.
Therefore, the parking prohibition for all on-street parking along
Main Street, Newport Avenue, and E1 Camino was recommended as a
condition of development for the Carver development.
It should be noted that another field review was made of the
available parking spaces for the retail developments. In particular,
the review focused on the existing 73 spaces on the westerly
perimeter of the retail site which were designated for employee
parking. The results indicated that approximately 80% of these
spaces are not utilized. These figures are consistent with the
results of an earlier study performed during 1987.
In other words, if the retail establishments were to require their
employees to park in the designated areas, there would be additional
parking spaces for customers. If, however, parking was to be
restored on the south side of Main Street, the area immediately west
of the main driveway entrance must be maintained as a red zone for a
distance of 80 feet to provide maximum visibility.
As before, Staff would recommend that no action be taken to reinstate
the on-street parking along Main Street.

BACKGROUND
The background information for this report is referenced to a previous
Staff report (copy attached) for Main Street. At the last City Council
meeting a. concern was raised with respect to utilizing the southerly
side of Main Street for the bank's customer parking.
D scussIoN
It was indicated that the red zones adjacent to the bank located next to
Main Street, within the Carver- development, are being utilized for
parking. These red zones are f~r fire lanes and to provide clear access
to and from the center. It was also indicated that the bank would
desire parking along the southerly side.of Main Street from the driveway
entrance westerly. The parking in this-particular area was removed for
the reason as previously indicated in my November 10, 1987 memo and more
importantly, to provide adequate visibility to motorists exiting the
center to Main Street. If parking was-to be restored on the south side
of Main Street, the areas immediately adjacent to the driveway should be
maintained as red zones for a distance of 75-100 feet to provide maximum
visibility. This red zoning as indicated would most likely not be
convenient enough for the customer and the drive aisles would most
likely still be utilized.
It is Staff's understanding that the center was designed/developed to be
oriented and services from the parking lot exposure of the center with
respect to retail customers. It is suggested that the bank direct its
customers to utilize those entrances/exits that directly service the
on-site parking spaces in lieu of the street areas and driveway areas.
Again, Staff would recommend that no action be taken to reinstate the
on-street parking along Main Street.

BACKGROUND:
An exp'lanation was requested by City Council with respect to the on-street parking
prohibition along the soul~herly side of Main Street adjacent to the Carver
development.
As a condition of development of both the Carver development retail and office
s.ites, Staff recommended that all on-street parking .along Main Street, Newport
Avenue, and E1 Camino Real adjacent to the development be prohibited. This
condition was approved and the parking prohibition implemented.
DISCUSSION:
The reasoning for this parking prohibition initially was to eliminate a future
action by the City to require parking removal once the center merchants and
customers had become accustomed to utilizing these spaces on a routine basis. THe
condition was approved and implemented. It is Staff's opinion that additional
travel lanes will be required on both Newport Avenue and Main Street as future
development and traffic generation in the general area occurs.
A review of the available parking spaces for both the retail and office
developments indicates there are 455 retail parking spaces and 184 office parking
spaces. On the retail site, there are 73 spaces on the westerly perimeter which
were designated primarily for employee parking. A field review on three different
days revealed that 80-90% of these spaces were not being utilized. The approval of
this development also required a parking management plan which provided for joint
use of both the retail and office site spaces and the designation of the spaces
along the westerly perimeter as employee spaces.
Staff would recommend that no action be taken to reinstate the on-street parking
along the Main Street frontage.
