SUBJ£OT: AWARD OF CONTRACT FOR TRAFFIC SIGNAL IMPROVEMENTS,
FEDERAL PROJECT NO. HES - 000S (241)
RECOMMENDATION:
That the City Council:
1. Award a contract to Baxter-Griffin Company, Inc., in the amount
of $129,840.
2. Approve an additional appropriation of $19,500 from the General
Fund.
BACKGROUND:
That the following four bids were submitted on January 7:
Baxter-Griffin Company, Stanton
Paul Gardner Corporation, Ontario
F.J. Johnson, Inc., Anaheim
Steiny & Company, Fu. llerton

The low bid is 9.8% over the Engineer's estimate of $118,200.
Available funds are as follows:
Federal HES Funds $ 97,200
General Funds 87-88 Budget 13,300
TOTAL $110,500
There is a shortfall of $19,340 so an additional appropriation of 19,500
is needed to fund the project.
Caltrans approval for the contract award will also be needed because of
the HES funding requirement for use of Disadvantaged Business
Enterprises (DBE) for 10% of the work. Baxter-Griffin has submitted two
firms which are now being checked out by Caltrans.
This project provides for upgrading and modification of traffic signals
at four locations:
Newport Avenue and Irvine Boulevard
Newport Avenue and First Street
Newport Avenue and E1 Camino Real
Red Hill Avenue and Bryan Avenue
Bob Ledendecker
