PKG 02-01-88DATE: January 20, 1988 TO: William Huston, City Manager FROM: Public Works Department/Engineering Division SUBJECT: MAIN STREET PARKING TIME ZONES Ill RECOMMENDATIONS: That the Tustin City Council authorize the placement of a two hour any time parking restriction along the southerly side of Main Street adjacent to the Town Center Development and westerly of the easterly driveway to the westerly boundary of said development. BACKGROUND: On January. 18, 1988, the City Council authorized the reinstatement of on-street parking along the-southerly side of Main Street adjacent to the Town Center Development and westerly of the most easterly driveway to the westerly boundary of the Town Center Development. A. nO parking zone 80 feet in length and immediately westerly of the above mentioned riveway was retained. At that meeting, the City Council requested staff to return with a recommendation as to what time restrictions should be applied to the on-street parking to minimize all day/long term parking. DISCUSSION: Section 5331 entitled Stopping, Standing, or Parking Restricted or Prohibited on Certain Streets provides for the placement of the following time zone restrictions for on-street parking: Twenty Four Minutes Forty Minutes One Hour Two Hours Four Hours Eight Hours Twelve Hours Engineering Staff has reviewed these time restrictions with the Police Department Staff and the use of a "Two Hour Any Time" Restriction is recommended. This two hour restriction is based upon the feasibility of enforcement by the Police Department. Any shorter durations would adversely effect the frequency of enforcement and person power 'vailable for said enforcement.
