DISCUSSION
A letter from the City Manager was sent to George Rebella, Airport Manager on
January 15th,. inquiring about the status of the noise monitoring program, with
emphasis on the Test and Procedures Guidelines, and a request for information
about the LDA test results. A copy of this letter was provided to each
councilmember. No response has been received as of the writing of this report.

In preparation for commencing a limited noise measurement program, the City's
consultant, John Van Houten, has been plotting the location of residences of
complaints received by the City on a map. He and his staff have also been
locating and drawing the CNEL noise contour levels within the City based on the
Airport EIR (EIR 508).
Mr. Van Houten and his staff began visiting the sites of the complatntant's
residences (a total of six) on January 22nd. Upon completion of their visits,
they will select two to three sites which offer the best acoustic environment in
which to measure aircraft noise. Measurements will be taken inside as well as
outside. A future progress report will be sent to the City discussing field
activity and data analysis as it occurs (if work concludes prior to start-up of
JWA's program, the status reports will lapse until activity renews). A copy of
the first report is attached.

Subject- Progress Report - Aircraft Noise Study in the City of
Tustin
Gentlemen:
To date, the following progress has been made on the noise study
our firm is performing with regard to flight operations over the
City of Tustin into John Wayne Airport-
1. A map has been prepared which identifies the following (refer
to attached figure):
a. Location of flight tracks 5, 8B, and 8C.
b ·
Approximate location of the CNEL contours generated by
flight operations at JWA assuming a "worst case" scenario
'(i.e., all flights occur on tracks 5 and 8C over the
central city area)·

Location of residents who have written complaints regard-
ing aircraft noise-. These are identified as positions 1
through 6 on the figure· The names and addresses of the
residents corresponding to these positions are provided
in Table 1.

b. Position 2 (17901 Lucero Way): Site has good visibility
to the east and west towards the flight track.
Visibility to the north is inhibited by tall trees. The
pool pump, if running, will need to be shut off. Ms.
Joan Jacques, who filed the complaint, has since moved.
The current owner is Ms. Shirley Schneider. She was not
home during the visit.
c. Position 3 (17781 Lucero Way): Difficult to view rear
yard. There appears to be clear line-of-sight east and
west towards the flight tracks. Trees on the north block
the line-of-sight in that direction. Traffic on Prospect
is-a potential problem; therefore, measurements with
20' high boom microphone would not be appropriate.
Nobody was home during the visit.
d. Position 4 (13471 Falmouth PIace): We interviewed Mr.
Knox abOut his complaint and found that it was in
reference to a single occurrence. He had,no complaints
about regular flight operations at John Wayne Airport.
because of this, and because the site is so distant from
the flight tracks, this location has been eliminated from
consideration.
e. Position 5 (14382 Harp Court): This location has clear
line-of-sight to the flight track. The owner, M~s. Dal-
ton, is receptive to having measurements performed and
will discuss it with her husband.
f. Position 6 (17831 Norwood Park): This site has a number
of difficulties associated with it, including two dogs at
the house as well as numerous other dogs in the neighbor-
hood. Also, a large garage and patio cover make the use
of a 5' high microphone impractical since they block the
line-of-sight to the flight track. Therefore, the
microphone would have to be placed on a 20' high boom if
a measurement was .deemed necessary at this site. Nobody
was home during the visit.
g. Noise monitoring station M-5 (17952 Beneta Way): This
site is located on the campus of Columbus Tustin Inter-
mediate School. While the location provides good line-
of-sight to the flight track, it would be difficult to
provide adequate security and to minimize interference
from students in the area.
