~ECOMMENDATION:
·hat the City Council:.
1. Award a contract to Baxter-Griffin Company, Inc., in the amount
of $129,840.
2. Approve an additional appropriation of $19,500 from the General
Fund.
BACKGROUND:
~hat the following four bids were submitted on January 7:

· he low bid is 9.8% over the Engineer's estimate of $118,200.
A,vailable funds are as follows:

TOTAL $110,500
T~ere is a shortfall of $19,340, so an additional appropriation of
$I9,500 is needed to fund the project.
Caltrans approval for the contract award will also be needed because of
the HES funding requirement for use of Disadvantaged Business
· nterprises (DBE) for 10% of the work. Baxter-Griffin has submitted
~wo firms which are now being checked out by Caltrans.
This project provides for upgrading and modifications of traffic
signals at four locations:
Newport Avenue and Irvine Boulevard
Newport Avenue and First Street
Newport Avenue and E1 Camino Real
Red Hill Avenue and Bryan Avenue
