otherwise provided by law, no action shall be taken on any item not appearing
in the following agenda.

VI. CONSENT CALENDAR
All matters listed under Consent Calendar are considered routine and
will be enacted by one motion. There will be no separate discussion of
these items prior to the time of the voting on the motion unless members
of the Council, staff or public request specific items to be discussed
and/or removed from the Consent Calendar for separate action.
1. APPROVAL OF MINUTES - FEBRUARY 1, 1988, REGULAR MEETING
2. APPROVAL OF DEMANDS IN THE AMOUNT OF $765,865.10
RATIFICATION OF PAYROLL IN THE AMOUNT OF $178,887.21
3. AJ~ENDI~ENT TO PROFESSIONAL ENGINEERING SERVICES AGREEMENT WITH BSI
CONSULTANTS, INC.
Approve an amendment to Professional Services Agreement entered
into June 18, 1984, with Berryman & Stephenson, Inc., to change
the firm's corporate name to BSI Consultants, Inc.; and to
increase the hourly rate to $52/hour from $45/hour as recom-
mended by the Public Works Department/Engineering Division.

4. SAN DIEGO CREEK I~,ASTER PLAN EIR - FUNDING AGRI~=~IENT
Approve the agreement with the County of Orange, City of Irvine,
and The Irvine Company, designating the County as lead agency
for preparation of subject EIR and Tustin as a participating
agency for 10% of total funding ($12,000 budgeted); and autho-
rize the Mayor and City Clerk to execute same as recommended by
the Public Works Department/Engineering Division.
5. PROFESSIONAL SERVICES AGREEMENT, JAMBOREE ROAD AND OTHER PROJECTS
Approve a professional services agreement with Samuel S.
Johnson for resident engineer services on major public works
projects at a rate of $60.O0/hour; and authorize the Mayor and
City Clerk to execute same as recommended by the Public Works
Department/Engi neeri ng Di vision.
RESOLUTION NO. 88-14 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR WATER
MAIN REPLACEMENT PROJECTS ON WALNUT STREET, ORANGE AVENUE, PROSPECT
AVENUE, AND LOCKWOOD PARK PLACE AND AUTHORIZING ADVERTISEMENT FOR
BIDS
Adopt Resolution No. 88-14 as recommended by the Public Works
Department/Engineeri ng .Division.

Ordinance No. 1000 had first reading and introduction at the
February 1, 1988, meeting.
ORDINANCE NO. 1000 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA, AMENDING THE TUSTIN CITY CODE RELATIVE TO COUN-
CIL COMPENSATION
Recommendation: M.O. - That Ordinance No. 1000 have second reading
by title only.
M.O. - That Ordinance No. 1000 be passed and adopted. (Roll Call

IX. OLD BUSINESS
1. NEWPORT/MCFADDEN AVENUE UNDERGROUND UTILITY DISTRICT NO. 10
Continued from January 18 and February I for information pertaining
to property owners in the E1 Camino Real Underground Utility Dis-
trict No. 5 being required to fund conversion costs as compared to
subject District.
Recommendation: Pleasure of the City Council.

2. JOHN .'~AYNE AIRPORT NOISE STUDY - UPDATE '
An ongoing status report on the John Wayne Airport Noise ~ionitaring
Program.
Recommendation: Receive and file subject report dated February 15,
1988, prepared by the Community Development Department.
3. TUSTIN, IRVINE, AND ORANGE ACTIONS ON )~EMORANDUM OF UNDERSTANDING -
EASTERN/FOOTHILL TRANSPORTATION CORRIDOR
Discussion of past actions of the cities of TUstin, Irvine, and
Orange on the Eastern/Foothill Transpohtation Corridor dated 2-4-8S.

NEW BUSI NESS
1. PROFESSIONAL SERVICES AGREEMENT - CONSTRUCTION OF TUSTIN AREA SENIOR
CENTER
Staff requests a resident inspector for the Tustin Area Senior Cen-
ter during the 7-8 '~onths' construction peri od.
Recommendation: Approve a .professional services agreement with
Richard Rimestad for resident inspection services at a rate of S34/
hour; and authorize the Mayor and City Clerk to execut-e same as
recommended by the Public Works Department/Engineering Divi'sion.
2. R£QU£ST FROM TUSTIN HISTORICAL SOCIETY FOR USE OF VACANT WATER
DEPARTMENT BUILDING AT 245 EAST MAIN STREET
A request made on January 18, 1988. Staff requires additional time
for completion of the staff report on subject matter.
Recommendation: Continue to Harch 7, 1988, as recommended by the
Community Development Department.
3. AWARD OF CONTRACT FOR TIlE CONSTRUCTION OF THE TUSTIN AREA SENIOR
CENTER .
Bids for subject project were opened on February 2, 1988. The low
bid is 17% below the Engineer's estimate of $1,900,000.00.
Recommendation: That the City Council:
1) Award the contract for construction of t.qe Tustin Area Senior
Center to Construction Architects, Inc., Costa Mesa, in the
amount of $1,586,000.00; and
2). Authorize an appropriation in the amount of $1,450,000.00 from
the General Fund as recommended by t,qe Community Services
Department.
4. CITY CLERK COMPENSATION - RESOLUTION NO. 88-15
Councilman Prescott requested subject item he agendized f~r this
meeCing. The City Attorney's Office has prepared subject resolution
for Counc~il consideration.

XI. REPORTS
1. PLANNING CO~MISSION ACTION AGENDA - FEBRUARY 8, 1988
All actions of the Planning Commission become final unless appealed
by the City Council or member of the p.ublic.
Recommendation: Ratify the Planning Commission Action Agenda of
February B, 1988.
2. INVESTMENT SCHEDULE AS OF JANUARY 31, 1988
A report listing various investment schedules for the City and
Redevelopment Agency with maturities 12 months or less and in excess
of 12 months.
Recommendation: Receive and file.
3. SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG) DUES
Staff has received an invoice for SCAG membership dues for FY 1987-
88 in the amount of $1,112.00 (unbudgeted item), and desires Council
di recti on.
'Recommendation: Pleasure of the City Council.
4. STATUS REPORT - HISCELLANEOUS TRAFFIC STUDIES
A status report on finalization and preparation of staff reports to
Council on three different traffic studies.
Recommendation: Receive and file.

XIII. CLOSED SESSION
The City Council will recess to Closed Session to confer with the City
Attorney rega'rding pending litigation pursuant to Government Code
Section 54956.9(b)(1), and to consider personnel matters pursuant to
Government Code Section 54957.
XI V. ADJOURNMENT'
To a Workshop on February 29, 1988, at 5:00 p.m. to discuss Columbus
Tustin Park Planning, promotional program, and the Park Advisory
Committee; thence to an Adjourned Regular Meeting on February 29, 1988,
at 7:00 p.m. to conduct public hearings on Annexations No. 144, 145, and
146; and thence to the next Regular Meeting on Monday, March 7, 1988, at
7-:00 p.m.
