Van Houten and Associates, Inc. conducted noise measurements at two residences o~ January 25 and 26, 1988, between the hours of 7:00 a.m. and 5:30 p.m. Measurements were taken both indoors and outdoors. The attached progress report of February 2, 1988, describes their initial findings. At the writing of this report, the full analysis of the collected jata has not been completed. Mr. Van Houten informed staff that he would be revising the "Test and Procedure Guidelines" he had prepared in September, 1987 based upon the data collected in their recent measurements. He also indicated that they' will conduct additional noise monitoring should they find that the data collected on January 25th and 26th is insufficient to provide a "valid sample". To date, the City has received no response from JNA on the status of their noise or LDA testing programs. In addition, we have not received from the Airport their "Test and Procedures Guidelines" for our review and comment. It has been one month since the City requested information regarding these items. A second follow-up letter will be sent to George Rebella, the Airport I4anager as soon as possible. N~OISE MEASUREMENTS Measurements were obtained on January 25 and 26, 1988 at two locations between the hours of 7:00 am and 5:30 pm. These loca- tions are identified as position A (17781 Lucero Way) and posi- tion B (14355 Harp Court) on the attached figure. A total of 49 events were measured at position A and 32 were measured at posi- tion B. The data (peak noise level as well as SENEL) is being analyzed, to determine the .contribution of each type of aircraft to the overall noise exposure at the sites. The results to date indicate that the SENEL ranges from about 67 to 79 dB. Peak noise levels range from about 62 to 70 dB(A). Simultaneous exterior and interior noise measurements were also obtained at both positions A and B. The results indicate that these homes provide a noise reduction in the range of 20 to 25 dB with windows and doors closed. The CNEL contours for John Wayne Airport that were adopted by the County of Orange have been projected to the City of Tustin assum- ing that all aircraft use the instrument approach (track 8C). These contours are shown on the attached figure. Note that the CNEL in the central city is about 50 to 53 dB. This is con- sidered t'o be a low v~lue. We are also considering the CNEL con- tour locations thmt wcold occur with a 50/50 split of aircrmft arrivals on tracks 88 and $C. CITY OF TUSTIN PROJECT FILE 1890-87 ADDITIONAL WORK We will continue our examination of the measured SENEL data and its impact on the analysis of CNEL in the City, and will show the distribution of SENEL values that have been obtained so far. In part, the intent of this work is to revise the suggested noise measurement test plan, which can-then be transmitted to the staff at John Wayne Airport in the form of examples of data gathering and analysis techniques, handling on-site measurement problems, etc. " In addition to the above, further analysis of the interior and e'~terior 1/3rd octave band noise measurements obtained at both positions will offer insight into the character of aircraft noise and its intrusiveness relative to the existing ambient noise levels. -~ If you have any 'questions, please contact the undersigned at 714/635-9520.
