1. Approve Redevelopment Agency Resolution No. 88-2 determining that the
Senior Center is of benefit to. the project.
2. Appropriate $250.,000 from unappropriated reserves of the Redevelopment
Agency.
BACKGROUND:
In December of 1987 the City Council authoriz'ed the advertisement of bi ds for the
Tustin Area Senior Center. This construction includes a 17,580 square foot
building, exterior landscaping, and renovation of the picnic and play area at the
ad,iacent Peppertree Park.
The project cost is $1,586,000 for construction with an additional $114,000 for
miscellaneous furniture and fixtures not included in the construction contract.
Total project cost for construction, furniture & fixtures is $1,700,000.
Staff has raised $1,049,787 in state and federal grants for the construction of
the Center. The fund raising campaign has raised approximately $429,000 in cash
and pledges. These monies will be deposited in the General Fund to off-set the
appropri ati on.
The project must begin construction by May 1988 in order not to jeopardize a
major portion of the grant funds. With the fund raising campaign continuing, the
additional monies could be raised by the project completion. Construction time is
estimated at nine months to one year.
Approval of Resolution No. RDA 88-2 will allow staff, to begin construction.

The 'low bid is 17 per cent below the Engineer's estimate of $1.9 million.
Attached for the City Council's information is a recommendation from the
Public Works Department regarding award of contract to Construction Architects,
Inc. The bid documents have been checked and verified that the low bidder is
properly licensed.
