ZONING ORDINANCE AJMENDIMENT 87-5 TO ALLOW CHURCH USES IN THE
PLANNED INDUSTRIAL DISTRICT (PM)
RECOILIIENDED ACTION'
It is recommended that the City Council approves Zoning Ordinance Amendment 87-5
by adoption of Ordinance No. 1003.
BACKGROUND AND DISCUSSION'

~t its meeting of February 8, 1988 the Planning Commission recommended to the
City Council the approval of Zoning Ordinance Amendment 87-5 to allow church
uses in the Planned Industrial District {PM) subject to a Conditional Use
Permit. The proposed amendment was prepared in response to a request from
Vineyard Christian Church to occupy a tenant space in an existing industrial
complex located at the corner of Sixth and "B" Streets. Should the City Council
approve the proposed amendment, a Conditional Use Permit application would also
have to be submitted and approved by the Planning Commission.
The one area in the City currentl~ zoned Planned Industrial District (PM) is
located south of Sixth Street and is generally bounded by the I-5 freeway on the
west and "B" Street on the east. The PM District is the most restrictive
industrial district found in the City. Allowable uses include: light
industrial uses, administrative and professional support offices, research and
development and other uses which in the opinion of the Planning Commission are
not objectionable due to noise, glare, odor, dust or other hazardous factors.
Other industrial districts in the City generally permit all uses allowed in the
PM District plus heavier manufacturing and on-line assembly uses.

The PM District is very distinct as it is surrounded by a variety of zoning
designations and land uses. Surrounding zoning includes Public and
Institutional (P&I) to the west; Central Commercial {C-2) to the east; Single
Family Residential (R-l) to the immediate north, directly across Sixth Street;
Multiple Family Residential {R-3) to the northeast, and; the I-5 freeway to the
south. (See attached map for additional locational information.)

In addition to industrial tenants who occupy the existing industrial complex on
the PM District property there are also three different schools and a Jewish
church located in the vicinity {see attached map). The residential area to the
north is characterized by small single family houses which are located within
the boundaries of the proposed Cultural Resources District.
A Conditional Use Permit procedure is being recommended so that mitigation
measures can be imposed on a case by case basis to lessen impacts on traffic,
noise levels and parking in the immediate vicinity of any proposed church.

ORDINANCE NO. 1003
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA ADOPTING ZONING ORDINANCE AMENDMENT
SECTION 9241 (b.) OF PART 4 OF CHAPTER 2, ARTICLE 9 OF
THE TUSTIN CITY CODE TO ALLOW CHURCHES IN THE PLANNED
INDUSTRIAL (PM) DISTRICT SUBJECT TO A CONDITIONAL USE
PERMIT
The City Council of the City of Tustin does ordain as follows:
Section 1: That Section 9241 b. of Part 4, Chapter 2, Article 9 of the
Tustin City Code be amended to add churches to the list of
conditionally permitted uses.
PASSED AND ADOPTED at a regular meeting of the Tustin City Council held on
the day of , 1988.
