ON BEHALF OF MAC PHERSON PROPERTIES, 301 WEST WARNER AVENUE, SANTA ANA, CALIFORNIA 92707 OWNER: THE IRVINE COHPANY 550 NEWPORT CENTER DRIVE NEWPORT BEACH, CALIFORNIA 92660 LOCATION' _ONING: 2, 33, 21 AUTO CENTER DRIVE LOTS 10, 11, 12 OF PARCEL MAP 84-1032 PLANNED COMMUNITY COMMERCIAL (AUTO CENTER) ENVIRONMENTAL STATUS' CATEGORICALLY EXEMPT, CLASS 15 RECOMMENDATION' It is recommended that the City Council approve Final Parcel Map 87-370 by the adoption of Resolution No. 88-21, as submitted or revised. BACKGROUND: In June, 1985 the Tustin Auto Center was created by final approval of a Parcel Map (84-1032.) which subdivided 56 acres into 12 numbered parcels for auto dealerships. Now that dealerships are occupying the center, slight modifications to the original parcelization are necessary. Final map 87-370 would resubdi vi de three {3) parcels in the center to create two (2) separate parcels for two auto sales facilities. Both facilities will be owned and operated by Mac Pherson Properties. The dealership on-proposed Lot 1 will be for Ford Motor Company products and proposed Lot 2 will be a facility for a Hyundai dealership. The Tentative Map for the project was originally approved by the City Council on November 2, 1987 and the Final Map was .reviewed and recommended for Council approval by the Planning Commission on February 22, '.988. City Counci 1 Report March 7, 1988 Fi nal Parcel Map 87-370 Page two Although the design of the proposed auto dealerships does not require City Council review, development plans propose eight (8) buildings which will total 74,730 Square feet or 19% of the entire site, a parking and circulation area of 166,0~3 square feet or 43% of the site, and a dtsplay area of 123,100 square feet or 32% of the site, and landscaped area of 22,185 square feet or 6% of the site.i:i This final map and the proposed site design for these dealerships are in conformance wi th the Auto Center Design Guidelines. CONCLUSIONS' The proposed map is in conformance with the Tentative Map, Tustin Auto Center Guidelines and the Subdivision Map Act. Therefore, staff recommends that the City Council adopt the attached Resolution No. 88-21. The City Council finds and determines as follows' A. That Final Parcel Map No. 87-370 was submitted to the City Council pursuant to Ordinance No. 847 by K. W. Lawler & Assoiciates, Inc. on behalf of Mac Pherson Properties and the Irvine Company, requesting authorization to resubdi vi de three (3) parcels into two (2) parcels for Parcels 10, 11 and 12 of Parcel Map 84-1032 as recorded in Book 200, Pages 19 through 24 in the Office of the County Recorder of Orange County. B. That a public hearing was duly called, noticed and held for said map. C. That the final map was recommended for City Council approval by the Planning Commissio on February 22, 1988. D. This project is Categorically Exempt, Class 15 from the requirements of the California Environmental Quality Act for the subject project area. E. That the proposed subdivision is in conformance with the Tustin Area General Plan, adopted East Tustin Specific Plan, Tustin Auto Center Guidelines, East Tustin Development Agreement and Subdi vi sion Map Act. That the site is physically suitable for the type of development proposed. G· That the site is physically suitable for the proposed density of development. H · That the design of the subdivision or the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidably injure fish or wildlife in their habi tat. I · That the design of the subdivision or the type of improvements proposed will not conflict wi th easements acquired by the public-at-large, for access through or use of the property within the proposed subdivision. J. That the design of the subdivision or the types of improvements proposed are not likely to cause serious public health problems. K. The City Council hereby approves Final Parcel Map No. 87-370 subject to the final approval of the City Engineer.
