CORR. 03-07-88 Inter- Com DATE: FEBRUARY 29, 1988 TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: EASTERN TRANSPORTATION CORRIDOR ANALYSIS RECOMMENDATION: That the Tustin City council at their meeting of March 7, 1988, authorize a supplemental, budget appropriation in the amount of $10,150.00 from general fund monies for the completion of the Eastern Transportation Corridor Analysis currently being performed by the cities of Tustin, Irvine and Orange, and the Irvine Company. BACKGROUND: Originally, the Cities of Irvine and Tustin employed the consulting firm of RBF to provide studies for the potential connection/interchange f the Eastern Transportation Corridor with the Santa Ana (I-5) ~'reeway. This original study was to provide a technical analysis and environmental review of each city's desired connection alternative with the I-5 Freeway, for the estimated cost of $78,800.00 to be shared equally between both cities. As a result, the Tustin-Orange-I.rvine studies on 'the two-leg ETC concep{ (easterly leg and westerly leg) and the no connection concept to the I-5 Freeway, the original Tustin-Irvine connection study was cancelled. Approximately $4100.00 had been .expended on the original study against Tustin's share of $39,400.00. The remaining unexpended balance of $35,300.00 has been redirected to the joint on-going Tustin-Irvine-Orange (TIO) ETC Analysis. DISCUSSION: The current TIO analysis is still on-going with a total committed' expenditure to date of $165,000.00 which is being shared equally between the three cities and the Irvine Company on 25% shares ($41,250.00 per participant). The additional costs for this ETC analysis will cover the supplemental work authorized to cover the Homeowners Coalition's concerns, the alternative E-1 Modified Expressway concept, and a summary analysis of the above. Tn order to complete all work for submittal to the County as comments .o the Draft EIR for the Eastern Transportation Corridor, it will be necessary for the Tustin City Council to authorize a supplemental budget appropriation in the amount of $10,150.00 to cover Tustin's 25% EASTERN TRANSPORTATION CORRIDOR ANALYSIS February 29, 1988 Page 2 share of the study. The following is a recap of Tustin's pa~t and projected expenditures on the ETC analysis: Previously budgeted amount in 1987-88 $39,400 Less amount expended per Tustin-Irvine Study --- 4,100 $35,300 Less amount expended per Tustin-Irvine-Orange ETC Analysis 25,450 $ 9,850 Requested 1987-88 budget supplement 10,150 Estimated amount to complete ETc Analysis ...... $20,000 The three cities have petitioned the Transportation Corridor agencies for reimbursement for all expenditures incurred by each' agency on this analysis, but as of this date, no action by the TransPortation Corridor Agencies has been taken.
