SUBJECT:
AUTHORIZATION TO ADVERTISE FOR BIDS SECOND ST., THIRD ST., WASS STj,
ELIZABETH WAY AND IRVINE BLVD. WATER MAIN REPLACEMENT PROJECTS
RECOMMENDATI ON:
It is recommended that the Tustin City Council, at their meeting of June 15, 1987,
adopt the attached resolution approving the plans and specifications for subject
project and directing the City Clerk to advertise for bids.
BACKGROUND:
This project encompasses replacement of deteriorated water mains at the following
locations within the City and the unincorporated area of Orange County:
Second Street from "B" St. to Pacific St. -' ............. (City)
Third Street from "B" St. to Pacific St. - ............. ' (City)
Wass Street from Newport Ave. to Elizabeth Way ......... (City)
Elizabeth Way from Irvine Blvd. to 650' n/o Wass St. --- (City/County)
Irvine Blvd. from Brittany Woods to 166 ft. west ....... (County)
There is presently $301,000 allocated in the F.Y. 1986-87 budget for the above
mentioned locations. This figure also included additional locations on Kenneth
Drive and Keith Place in the County area. However, detailed research revealed a
need to increase the scope of work within the City boundaries on Second and Third
Streets. It is recommended that those funds originally allocated for Kenneth
Drive and Keith Place be utilized to cover this increased scope of work, and that
the replacement of water mains on Kenneth Drive and Keith Place be deferred until
a later date.
The engineers estimate for this work is $251,500. Remaining funds will be
utilized by Water Division crews to make individual house connections .to the new

mains.
Tabulated below is the tentative schedule for this project:

RESOLUTION NO. 87-66
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS FOR WATER MAIN REPLACEMENTS
AND AUTHORIZING ADVERTISEMENT FOR BIDS
(SECOND ST.,THIRD ST., WASS ST., ELIZABETH
WAY, AND IRVINE BLVD.)
WHEREAS, it is the intention of the City Council of the City of
Tustin, California to contract for water main replacements on Second St.,
Third St., Wass St., Elizabeth Way and Irvine Blvd;
WHEREAS, The City Engineer has presented specifications for
accomplishing said work;
NOW THEREFORE, BE IT RESOLVED that the specifications presented by
the City Engineer be and are hereby approved as the specifications for:
Water Main Replacements on Second St., Third St., Wass St.,
Elizabeth Way and Irvine Blvd.
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and
directed to advertise as required by lay for the receipt of sealed bids or
proposals for the doing of the work specified in the aforesaid specifications
which said advertisement shall be substantially in the form as the attached
notice to contractors, entitled Exhibit "A" and made a part hereof.
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin, Held on the day of ,1987.

SEALED PROPOSALS will be received at the office of the City Clerk,
Tustin City Hall, 300 Centennial Way, Tustin, California 92680 until 10:30
A.M. on the 14th day of J.uly , 1987 at which time they will be publicly
opened and read, for performing work as follows:
Construction of: Water Main Replacements on Secjnd Street, Third Street,
Wass Street, Elizabeth Way, and Irvine Boulevard
Bids are required for the entire work described herein:

The foregoing quantities are approximate only being given as a basis for
the comparison of bids, and the City of Tustin does not, expressly or by
implication, agree that the actual amount of work Will correspond therewith, but
reserves the right to increase or decrease the amount of any class or portion of
the work or to omit portions of the work as may be deemed necessary or advisable
by the Engineer.
Plans, specifications and proposal forms to be used for: bidding on this
project can only be obtained by prospective bidders at the office of the City
Clerk, Tustin City Hall, 300 Centennial Way, Tustin, California 92680, upon
payment of $10.00 per set, or will be mailed out upon payment of $15.00 per set,
which amounts are not refundable.
In conformance with Section 37931 of the Government Code, all bids shall be
presented under sealed cover on the proposal form provided and accompanied by
bidder's security in the form of cash, cashier's check, certified check or bid
bond executed by an accredited surety. The security shall be for an amount no
less than 10% of the amount of the bid. A bid shall not be considered unless
one of the forms of bidder's security is enclosed therewith.

A Faithful Performance Bond in the amount of 100% and a Labor and Materials
Payment Bond in the amount.of 50% in the form attached to the contract documents
shall be provided. Said bonds shall be issued by a surety company rated Grade A
or better and Class IV or better by the latest edition of Best's Key Rating
Guide.
City of Tustin reserves the right to reject any or all bids, and/or to
waive any informality on a bid. No bidder may withdraw his bid for a period
of thirty (30) days after the date set for the opening thereof. Prior to bid
opening, bidder may withdraw his bid. Bids received after the bid opening time
and date herein will be returned to bidder unopened.
Pursuant to California Government Code Section 45g0, the contractor will be
entitled to post approved securities with the City or an approved financial
institution in order to have the City release funds retained by the City to
insure performance of the contract.
Prior to contract award, the successful bidder shall possess a valid State
of California Contractor's License in the classification of either A or C34.
The City Council of the City of Tustin has obtained from the Director of
Industrial Relations the general prevailing rate of per diem wages and the
general prevailing rate for legal holiday and overtime work in the locality in
which the work is to be performed for each craft or type of work needed and a
copy of the same is on file in the office of the City Clerk
Not less than said prevailing rates shall be paid to workers emloyed on
this public works contract as required by Labor Code Sections 1771 and 1774 of
the State of California.
