SAN DIEGO PIPELINE CO. FRANCHISE TO CONSTRUCT, MAINTAIN AND
OPERATE PIPELINES WITHIN CERTAIN PUBLIC ROADS, STREETS AND WAYS
RECOMMENDATION:
That the Tustin City Council at their meeting of March 7, 1988 approve the
re-routing of the San Diego Pipelines along Auto Center Drive as requested by the
San Diego Pipeline Co. and introduce the attached Ordinance with Exhibit "A" which
amends previous Ordinance No. 999 and the original pipeline routing.
BACKGROUND:
On January 4, 1988, the Tustin City Council adopted Ordinance No.. 999 by second
reading which granted to the San Diego Pipeline Company a non-exclusive franchise
to construct, maintain and operate pipelines within certain public roads, streets
and ways. This ordinance became effective on February 4, 1988.
The San Diego Pipeline Company is currently installing their facilities within the
public roadways as described in Exhibit "A" of Ordinance No. 999.
DISCUSSION:
It has become necessary to re-route a portion of the two pipelines, from their
original alignment described in the original Exhibit "A". This change in routing
is caused by the sale of certain properties within the Auto Center development by
the Irvine Company, which makes the original routing on Tustin Ranch Road and
private properties impractical.
The proposed change of routing is shown on the attached sketch in blue with the
previous alignment shown in yellow. The proposed realignment is described as
fol 1 ows:
The addition of Auto Center Drive between Tustin Ranch Road
and a point approximately 860 feet southeasterly of Tustin
Ranch Road.
The re-routing directly affects two other parties other than the City due to the
alignment traversing across their properties as indicated below:
1. The Irvine Company properties adjacent to and both northerly
and southerly of the Santa Ana Freeway.
2. Caltrans freeway right-of-way.

Both of these parties have consented to the re-routing of the pipelines and have
issued permits for said work subject to the City's approval of the re-routing
request.
The State Fire Marshal's office has reviewed the subject request and recommends
approval of said change of routing. Copy of letter attachd.
City Staff has reviewed the requested re-routing of the pipelines and recommends
the approval of same by the Introduction of the attached ordinance which amends the
previous Ordinance No. 999.

ORDINANCE NO. 1004
AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF TUSTIN, CALIFORNIA,
AMENDING ORDINANCE NO. 999.
(SAN DIEGO PIPELINE FRANCHISE)
WHEREAS, Ordinance No. 999 of the City of Tustin,
California, grants to San Diego Pipeline Company the non-
exclusive right, privilege and franchise to construct,
maintain, inspect, operate, protect, repair and replace a
ten (10) inch pipeline and a sixteen (16) inch pipeline in,.
under, along, over and across certain public streets, roads,
highways, alleys and other public ways described in said
ordinance; and
WHEREAS, the City Council finds and determines that it
is necessary to modify Exhibit "A" attached to Ordinance No.
999 to provide in part .an alternate route for said
pipelines.
NOW, THEREFORE the City Council of the City of Tustin,
California does ordain as follows:
Section 1: AMENDMENT OF ORDINANCE NO. 999
Exhibit "A" attached to Ordinance No. 999 is hereby
modified by Exhibit "A" attached to this Ordinance and
incorporated herein by this reference.
Section 2: EFFECTIVE DATE
This Ordinance shall become effective thirty (30) days
from its adoption.
PASSSED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin, California, held on the
day of , 1988.

This office has reviewed San Diego Pipeline Company's (SDPC) proposed alternate
routing of their lO-inch and 16-inch pipelines in the vicinity of Tustin Ranch
Road and Au.to Center Drive in the City of Tustin, as depicted on SDPC Drawing
Nos. SD6-20A and SD6-2OB.
The proposed rerouting, which would extend the two pipelines for a distance of
approximately 750 L.F. in Auto Center Drive before entering private property,
will allow an installation on private property adjacent to an existing 15-foot
wide water line easement and, therefore, afford better access to SDPC's
pipelines.
Since unencumbered access to the right-of-way is essential to overall pipeline
safety, we recommend that this change in routing be approved.
