HUSTON, CIl~~ MANAGER FROM: COMMUNITY DEVELOPMENT DEPARTMENT SUBJECT: JWA NOISE MONITORING PROGRAM - STATUS REPORT RECOMMENDATION Receive and file. DISCUSSION On February 3, 1988, the City received a response from Airport Manager George Rebella regarding the City's inquiries as to the status of JWA's noise monitoring program and the LDA Test Program. Accompanying Mr. Rebella"s letter was a draft of the County's Test Plan for the City's review. Additionally, Mr. ~,ebella stated that based upon the tests run "...during the months of December ~nd January and (sic) the preliminary conclusion was that the LDA successfully recreated the VOR approach." Mr. Rebella is still awaiting written confirmation of these results from the FAA. If approved by the FAA, the LDA system could be operational by October, 1988. No further communications regarding the LDA Test have been received to date. The City's consultants, J. J. Van Houten and Associates, Inc., have reviewed the County's Noise Monitoring Test Plan, and have concluded that it will adequately provide for measurement of single event noise exposure levels (SENEL) and maximum noise levels (MNL) generated by aircraft flyovers in the City. On February 26, 1988 staff sent a letter to Karen Robertson with JWA (copy attached), indicating our review conclusions and also listing five {5) goals for the proposed program. A1 so included in this letter was a request for operational data regarding Average Daily Departures {ADD's) and dispersion on flight tracks, to assist in establishing the CNEL contours at noise measurement sites in the City. Mr. John Van Houten has met and discussed the items in the February 26th letter wi th Ms. Robertson. She has indicated that the operational data is readily available. The following is a brief summary.of the status/progress of JWA's program, as reported to Mr. Van Houten in his meeting with Ms. Robertson' City Council Report March 7, 1988 JWA Status Page two ° Most equipment is in but awaiting some miscellaneous pieces. ° The equipment to be used is very elaborate. JWA will test the equipment at monitoring station #10, and then give a demonstration {City Officials will be invited). ° JWA's own goals for their program include: Evaluating effects of terrain, ambient conditions, fear of crashes, and so on; 2. Establishing a baseline of noise measurements; and, 3. Establishing the percent of total noise experience resulting from planes arriving at JWA vs. planes enroute to Long Beach and Ontario airports. No information regarding an actual revised start date on the JWA study was provided. However, we've been informed that it could be as late as April. Mr. Van Houten generally believes that the program JWA has laid out will result in a good test. Additional information will be provided to the Council as it become s avai 1 able. K-101 Costa Mesa, CA 92626 SUBJECT: AI.RCRAFT NOISE MONITORING TEST PLAN Dear Karen: Thank you for the opportunity to review the above noted 'plan: the City's consultants, J.J. Van Houten & Associates, Inc., have completed 'their review of the lan, and concur that it will adequately provide for the measurement of single event noise exposure levels (SENEL) and maximum noise levels ()414L) generated.by aircraft flyovers in the City of Tustin. The City is looking fohward to the commencement of the noise monitoring program, which should be directed towards acheiving the following goals: Determine the single event noise exposure levels (SENEL) and maximum noise levels (MNL) within the exterior and interior living spaces of residential areas affected by the aircraft operations. Assist in the establishment of the community noise equivalent level (C)IEL) contours generated by the aircraft operations. Identify the specific contribution of each flight track and/or dispersion of the flight tract to the level of noise exposure within the residential areas. Assist in the determination of the extent of impact {number of homes, number of people, level of exposure, etc.) caused by the aircraft operations within the residential areas. Determine viable alternatives in the aircraft operational profile (aircraft type, number of operations, time of day, flight tracks, etc.) which will reduce the exterior and interior noise impact within the community. 'n order to establish the CNEL contours within the City of Tustin, we will need annual average daily operational data for John Wayne Airport. Such data should include the number of daytime, evening and nighttime operations of each type of aircraft, for each air carrier, on flight tracks 5, 8B and 8C. It is our understanding that this operational data is the same as used to generate the CNEL contours~ for the various cases examined as part of EIR 508. _tnn' ~nt~nnial )~/av · TusUn. Also, what are the projections/estimates for next year, and in the next five (5) years? Lastly, is there an operational profile for each case which will permit the SENEL data to be obtained by the airport to he assessed in terms of CNEL? Any assistance you could give towards providing this information would be greatly appreciated. John Van Houten will be contacting you to discuss the items in this letter.
