4. SANTA ANA FREEWAY (1-5) WIDENING AGREEMENT
The subject Freeway Agreement supersedes previous Freeway Agreements
dated 6-29-54 and 1-13-59 which pertain to those portions of the
Santa Aha Freeway within the Tustin City limits. Prior to the
commencement of any freeway construction project within the limits
of a local jurisdiction, Caltrans requires the execution of a
Freeway Agreement such as subject document.
Recommendation: 1. Open subject public hearing; 2. Receive public
input/testimony; 3. Close public hearing; and 4. Approve said
freeway agreement between the State and the City of. Tustin for the
Santa Ana Route 5 freeway widening, City street and ramp
modifications along Route 5 between Jamboree Road and Newport Avenue
and authorize the Mayor to execute subject agreement in accordance
to the provisions of Section 100.22 of the Street and Highway Code
as recommended by the Public Works Department, Engineeri'ng Division.

OF TUSTIN, APPROVING TENTATIVE PARCEL MAP 87-412 LOCATED AT 165 N.
MYRTLE AND 14851 YORBA STREET
Adopt Resolution No. 88-29 as recommended by l~he Community
Development Department.
5. RESOLUTION NO. 88-31 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, ADOPTING A HOME MORTGAGE FINANCE PROGRAM IN COOPERATION
WITH THE COUNTY OF ORANGE
Adopt Resolution No. 88-31 and the accompanying Cooperative
Agreement between the City of Tustin and the County of Orange,
for participation in a Home Mortgage Finance Program as recom-
mended by the Community Development Department.
6. FOURTH OF ,JULY FIREWORKS
Authorize the City Manager to sign an agreement in the amount
of $9,000 with the Pyro Spectacular Fireworks Company to pro-
vide a pyro-musical show for the Annual Fourth of July Celebra-
ti on as recommended by the Community Services Department.
7. RESOLUTION NO. 08-34 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN DECLARING ITS INTENTION TO ORDER THE FORMATION OF UNDER-
GROUND DISTRICT NO. 10 ON NEWPORT AVENUE BETWEEN WALNUT AVENUE AND
THE SANTA ANA FREEWAY, AND ON McFADDEN AVENUE BETWEEN NEWPORT AND
WALNUT AVENUES AND SETTING A PUBLIC HEARING THEREFOR
Adoption of Resolution No. 88-34 as recommended by the Public
Works Department, Engineering Division.
8. FEASIBILITY STUDY FOR VACATING A PORTION OF SAN JUAN STREET
Approve the amendment to Agreement No. 12-002 and authorize t
he Mayor to execute subject agreement as recommended by the
Public Works Department, Engineering Division.

AGREEMENTS
Approve the four Edison Company Utility Agreements for Jamboree
Road betwe'en E1 Camino Real and Bryan Avenue (2), Bryan Avenue
between Browning Avenue and Jamboree Road and Irvine Boulevard
between Tustin Ranch Road and Jamboree Road and authorize the
Mayor to execute said agreements as recommended by the Public
Works Department, Engineering-Division.

IX. OLD BUSINESS
1. GRAND PRIX KART RACING PROPOSAL
Recommendation: Pleasure of the City Council.
2. JWA NOISE MONITORING PRO~RAM- STATUS REPORT
An ongoing status report on the John Wayne Airport Noise Monitoring
Program.
Recommendation: Receive and file subject report dated March 21,
1988.

3. 'CITY OF TUSTIN PROMOTION MATERIAL
Staff researched three formats for distribution of information
concerning the City of Tustin: video tape, slide presentation and
brochure. The information in this report represents input from
cities and other governmental agencies throughout the State who have
utilized one or more of the three medias as well as companies
providing the services of interest~
Recommendation: That the City Council decide the purpose of the
promotion in order to identify the most cost-effective media.
However, regardless of which alternative is selected, it would be
necessary to retain a consultant to assist in preparation of the
program 'as recommended by the City Manager.
4. PARK FINANCING WORKSHOP FOLLOW UP
Recommendation: Due to heavy agenda schedule and current wQrkload,
staff requests continuation of this item to the April 4, 1988, City
Council meeting as recommended by the Administrative Services
Department.
5. AUDIT COMMITTEE SELECTION
Resolution No. 87-131 was adopted on December 21, 1987, creating the
City of Tustin Audit Committee. Seven requests for consideration
have been received. Staff has provided three options for selection
of Committee members.
Recommendation: Pleasure of ~he City Council.
NEW BUSI NESS
1. LETTER OF UNDERSTANDING -TUSTIN RANCH COI~UNITY PARK SITE
Recommendation: That the City Council authorize the City Manager to
execute subject letter of Understanding with the Irvine Company as
recommended by the City Manager.
2. FINAL TRACT MAP NO. 13080
RESOLUTION NO. 88-30 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN APPROVING FINAL TRACT MAP NO. 13080
On March 14, 1988, the Planning Commission recommended approval of
Final Tract Map No. 13080 for the subdivision of a 14.65 acre site
into 100 numbered and eight lettered lots for the purpose of
developing 100 single family detached dwelling units with one
private community recreation area. The project site is bordered by
Tbstin Ranch Road on the east, the E1 Modena Flood Control to the.
south, and Park Center Lane to the northeast.
Recommendation: Approval of Final Tract Map No. 13080 by the
adoption of Resolution No. 88-30 as recommended by the Community
Development Department.

3. FINAL TRACT ~P NO. 13053, J. N. PETERS COMPANY
RESOLUTION NO. 88-32 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN APPROVING FINAL TRACT MAP NO. 13053
On March 14, 1988, the Planning Commission recommended approval of
Final Tract Map No. 13053. The proposed subdivision which will
create 118 lots will permit construction of 118 two-story single
family detached units at an overall density of 4.6 dwelling units
per acre. The subject tract is bounded by existing residential
development (Tract 6628) to the west, Irvine Blvd. to the north,.
proposed Tustin Ranch Road to the east and Tentative Tract 13094 to
the south.
Recommendation: Approval of Final Tract Map No. 13053 by the
adoption of Resolution No. 88-32 as recommended by the Community
Development Department.
4. REDEMPTION OF OUTSTANDING TWW BONDS PAYABLE AT 8.0 PERCENT DUE TO
MATURE MARCH 23, 1991
Recommendation: That the City Council direct the Finance Director
to call $300,000 of the Tustin Water Works Bonds payable at 8.0
percent and scheduled for maturity March 23, 1991, and to call a
meeting of the City of Tu.stin Water Corporation to approve this
action prior to sending the Notice of Redemption as recommended by
the Director of Finance~
5. REQUEST FOR TREE REMOVALS
Recommendation: That the City Council approve the Public Works
Departments' recommendation on tree removals as shown on the
attached exhibit to subject report as recommended by the Public
Works Department/Field Services Division.
6. SETTING DATE - CAPITAL IMPROVEMENTS W~)RKSHOP
Recommendation: Pleasure of the City Council.

PROGRESS REPORT - TUSTIN TAC-1 COt,~tlTTEE
Chairperson Helen Edgar of the TAC-1 Fire Prevention Committee and
Kathleen Cha of the Orange County Fire Commission have requested the
opportunity to report on the Tustin Smoke Detector Program. The
update will include a request to purchase additional smoke
detectors.
Recommendation: Pleasure of the City Council.
3. TILLER DAYS REPORT
Linda Andrews, the Tiller Days Chairperson, will .give an oral report
on Tiller Day s 1988. She will be reporting on the committee
meetings to date and will be requesting financial support from the
City Council.
Recommendation: Pleasure of the City Council.
4. INVESTMENT SCHEDULE AS OF FEBRUARY 29, 1988
Recommendation: Receive and file.
5. REPORT ON REQUEST FOR ENGINEERING STUDY AT THE INTERSECTION OF EL
CANINO REAL AND SIXTH STREET
Recommendation: That the existing red curb should remain as it is
today as recommended by' the Public Works Department/Engineering
Division.
6. AJ)DRES~ AND ZIP CODE CHANGE FOR NEWLY ANNEXED AREA IN TUSTIN
Recommendation: Pleasure of the City Council.
7.SANTA AMA PRE-ANNEXATION AGREEMENT
