AWARD OF CONTRACT FOR THE RECONSTRUCTION OF MAIN STREET FROM 'C' STREET

RECOMMENDATION:
For the City Council meeting of June 15, 1987.
It is recommended that the City Council take the following actions:
1. Award a contract to Sully Miller Contracting Co., Orange, in the
amount of $268,368.24 for the above project.
2. Adopt a resolution requesting advance OCUTT funds in the amount of
$94,075 from the Orange County Transportation Commission (OCTC).
BACKGROUND:
This project includes the replacement of deteriorated pavement, new curb and
gutter, wheelchair ramps, sidewalk, storm drain, and the installation of street
light conduit on Main Street between "C" Street and Pacific. Also included in
this project are new sidewalk and catch basin improvements on the north side of
Main Street between Myrtle Avenue and the Costa Mesa Freeway.
Bids for this work were opened, on June 9, lg87 and are summarized as follows:

The low bid is $268,368.24 or 28% below the 'engineer's estimate of $~74,970.00.
OCTC will fund $96,775 of the contract bid through the OCUTT program. The City
can request at this time 90% of this amount plus 90% of the estimated inspection
and testing costs. A resolution requesting $94,075 advance OCUTT funding from
OCTC needs Council approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN REQUESTING THE ORANGE COUNTY TRANSPORTATION
COMMISSION TO ALLOCATE ORANGE COUNTY UNIFIED
TRANSPORTATION TRUST (OCUTT) FUNDS FOR MAIN STREET
BETWEEN "C" STREET AND PACIFIC STREET

WHEREAS, Chapter 1512, Statues of 1985 allows the Orange County
Transportation Commission to allocate funds from the rapid transit reserve to
ocal agencies for the improvement, construction, or repair of local streets
md' roads; and
WHEREAS, the Orange County Transportation Commission approved a $12
llion OCUTT Streets and Roads Program on April 14, 1986 covering fiscal
1986-87 through 1988-89; and
WHEREAS, the three-year program includes $87,488 in fiscal year 1986-87'
11 tnd $71,738 in fiscal year 1987-88 for a reconstruction project on Main Street
"C" Street and Pacific Street; and

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
stin hereby requests the Orange County Transportation Commission allocate
6,978 for construction engineering and' $87,097 for construction for a total
$94,075 in OCUTT funds to the City. This request is in conformance with
e OCUTT allocation process and does not exceed ninety (90) percent of the
rammed amount for construction engineering or ninety {90) percent of the
share of the construction contract.
BE IT FURTHER RESOLVED, that the City of Tustin agrees to fund its share
of the improvement costs in fiscal year 1986-87 and any additional costs over
the programmed OCUTT amount of $159,226.
BE IT FURTHER RESOLVED, that the City of Tustin has awarded the contract
for the project on June 15, 1987 for $268,368.24.
BE IT FURTHER RESOLVED, that the City of Tustin has 1) designed the
project improvements in accordance with the City's design standards, 2)
acquired right of way for the project in conformance with the City's policies
and procedures, and 3) completed and certified all required: environmental
documentation for the project.
BE IT FURTHER RESOLVED, that the remaining ten (10) percent in OCUTT
funds will be transferred to the City of Tustin when construction is completed
and a final report on the project is accepted by the Orange County
Transportation Commission. The City of Tustin agrees to submit the final
report to the Orange County Transportation Commission within ninety {go) days
after the City's acceptance of the improvements.
