HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE JAMBOREE ROAD MEDIAN BARRIER INSTALLATION BETVVEEN BARRANCA PARKWAY AND THE OCTA/SCRRA BRIDGE N/O EDINGER AVENUE (CIP NO. 7162) SUMMARY Plans and specifications have been prepared for the installation of a median barrier along Jamboree Road between Barranca Parkway and the OCTNSCRRA Bridge N/O Edinger Avenue. Portions of the project are located within the City of Tustin and the City of Irvine. The project is now ready to bid. Notices of Exemptions within both cities have been recorded with the County of Orange for the project since it is categorically exempt under California Environmental Quality Act (CEQA) requirements. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 03-93, approving the plans and specifications for the Jamboree Road Median Barrier Installation between Barranca Parkway and the OCTA/SCRRA Bridge N/O Edinger Avenue (CIP No. 7162) and authorizing and directing the City Clerk to advertise for bids subject to State of California, Department of Transportation (Caltrans) approval of the project. FISCAL IMPACT The City's FY 2003-2004 Capital Improvement Program (CIP No. 7162) budget provides funding for the construction of the project. The engineer's construction estimate is $479,200.00. The City has secured grant funding for portions of the project from the State Hazard Elimination System (HES) administered by Caltrans, in the amount of $ 360,000.00. The City of Irvine's fair share portion of the construction cost is $58,492.00. The City of Tustin's share of funding for construction will be provided by a combination of Gas Tax funds and CIP funds. Approval of Plans and Specifications and Authorization for Bids for the Jamboree Road Median Barrier Installation between Barranca Parkway and the OCTA/SCRRA Bridge N/O Edinger Avenue (CIP No. 7162) July 21, 2003 Page 2 BACKGROUND AND DISCUSSION In January 2000, the Transportation Corridor Agencies (TCA) completed the widening of Jamboree Road from six lanes to eight lanes between Barranca Parkway and the SR-261 Toll Road. In July 2000, the City of Tustin prepared a Traffic and Engineering Survey to establish speed limits on the widened Jamboree Road portion. The result was an increase in the posted speed limit from 50 MPH to 60 MPH. Based upon the change in roadway conditions along Jamboree Road, the high traffic volumes and the higher speed limits, it was determined that the installation of a median barrier on Jamboree Road would provide an added measure of driver safety. The City of Tustin along with support from the City of Irvine applied for and was awarded a State HES Grant in February 2001. The HES Grant provides for the installation of a median barrier along the subject section of Jamboree Road. The median barrier will reduce the likelihood of vehicles encroaching into the median area and entering into opposing traffic. Authorization to advertise for this project from Caltrans is anticipated to occur shortly after the July 21, 2003 City Council meeting. Per Caltrans' requirements for the State HES Grant Program, the construction contract must be awarded by September 30, 2003. Therefore, staff is recommending City Council authorization to advertise for bids now in order to allow for advertisement as soon as Caltrans authorization is received. Kasdan Engineering Services Manager RESOLUTION NO. 03-93 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE JAMBOREE ROAD MEDIAN BARRIER INSTALLATION BETWEEN BARRANCA PARKWAY AND THE OCTA/SCRRA BRIDGE N/O EDINGER AVENUE (CIP NO. 7162) AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the Jamboree Road Median Barrier Installation Between Barranca Parkway and the OCTA/SCRRA Bridge N/O Edinger Avenue (CIP No. 7162); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, this project is categorically exempt from the requirements of the California Environmental Quality Act; Class 1, Section 15301: Existing Facilities; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Jamboree Road Median Barrier Installation between Barranca Parkway and the OCTA/SCRRA Bridge N/O Edinger Avenue (CIP No. 7162) BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 21st day of July 2003.
