ACCEPTANCE OF PUBLIC IMPROVEMENTS AND AUTHORIZATION
TO FILE THE NOTICE OF COMPLETION FOR THE RED HILL AVENUE
AT SAN JUAN STREET TRAFFIC SIGNAL MODIFICATION / UPGRADE
(CIP NO. 4062)
SUMMARY
Construction of the Red Hill Avenue at San Juan Street Traffic Signal Modification / Upgrade (CIP No.
4062) has been completed to the satisfaction of the City Engineer and is now ready for City Council
acceptance.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 03-94 accepting the Red Hill Avenue at
San Juan Street Traffic Signal Modification / Upgrade (CIP No. 4062), and authorizing the recordation
of the Notice of Completion, and direct the City Clerk to:
1. Release the Labor and Materials Bond not sooner than thirty-five (35) days after the date of
recordation of the Notice of Completion; and
2. Release the Faithful Performance bond not sooner than one year after the date of recordation
of the Notice of Completion; and
Assuming no claims or stop payment notices are filed, it is further recommended that thirty-five (35)
days after the date of recordation of the Notice of Completion the City Council authorize payment of
the final 10% retention in the amount of $12,110.60 to KDC, Inc., dba Dynalectric. This amount,
together with previous contract payments and change order amounts of $108,995.35 represents
100% of the final contract cost.
FISCAL IMPACT
The final construction cost of this project is $121,105.95. The project construction was funded by
Measure "M" Turnback Funds. Project construction along with design, construction management, etc.,
has increased the City's infrastructure assets by $121,522.00. That increased infrastructure valuation
will be added to the City's infrastructure inventory as required by Statement 34 of the Governmental
Accounting Standards Board (GASB 34). Detailed cost information is shown on the attached GASB 34
Infrastructure Inventory Valuation Form.

BACKGROUND AND DISCUSSION
The construction of the Red Hill Avenue at San Juan Street Traffic Signal Modification / Upgrade (CIP
No. 4062) was completed on July 7, 2003. The signal modifications included additional safety lighting
for intersection illumination, new signal poles, mast arms and vehicle heads, illuminated street name
signs, and replacement of existing curb ramps to comply with federal Americans with Disabilities Act
(ADA) requirements.
All of the work for this project has been completed to the satisfaction of the City Engineer, and is now
ready for City Council acceptance.

RESOLUTION NO. 03-94
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR
THE RED HILL AVENUE AT SAN JUAN STREET TRAFFIC SIGNAL
MODIFICATION/UPGRADE (CIP NO. 4062)
WHEREAS, KDC, Inc. dba Dynalectric, having a contract with the City of Tustin
to construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted. Said public works and improvement is more particularly described as
follows:
Red Hill Avenue at San Juan Street Traffic Signal Modification / Upgrade
(CIP No. 4062)
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 21st day of July 2003.
