CITY OF TUSTIN PROMOTION MATERIAL
Staff researched three formats for distribution of information concerning the
City of Tustin; video tape, slide presentation and brochure. The information in
this report represents input from cities and other governmental agencies
throughout the state who have utilized one or more of the three medias as well as
companies providing the services of interest.
VIDEO TAPE
Cost - $15,000 - $22,500 {$1,000 - $1,500 per minute for a 15-minute
tape
Advantages - most sophisticated and versatile. Easily transported
{could be mailed to an out-of-state firm interested in relocating to
Tustin) presented and reproduced.
Disadvantages - most expensive of the three alternatives. The cost of
updating a video is very close to that of the original because of
production costs (shooting footage, rewriting,, sound editing, etc.).
Impractical for larger groups unless a big screen monitor is available.
SLIDE SHOW
Cost- $7,500- $10,000
Advantages - less expensive than video. Easily updated. If a two-
projector format is utilized the quality of the presentation can
approach that of a video. Suitable for large groups as adequately-sized
screens are usually available.
Disadvantages - the equipment required to view the slide show is not as
easily transported or set up as that used for video. More labor
required for set up and presentation; could not be utilized without
having City staff present.
BROCHURE
Cost - $10.00 per unit (on an order of 2,000 units). Fixed costs such
as writing, photography and page set-up are significant remain constant
regardless of amount ordered. For example, an order of 500 units may
result in a cost of $15.00 per brochure in order to' distribute the fixed
costs.

Advantages - Easily updated. Once format is determined replacement of
photographs or editing of text is relatively inexpensive unless the
changes are major. Easily distributed. More complex information can
be transmitted through more extensive use of text and/or graphs.
Disadvantages - Fixed costs must be amortized by a large order. If the
order is larger than what is required for distribution in a reasonable
time period, the brochure could quickly become obsolete. The impact of
a brochure is significantly less than that of a visual presentation..
The City Council needs to decide the purpose of the promotion in order to
identify the most cost-effective media. However, regardless of which alternative
is selected, it would be necessary to retain a consultant to assist in
preparation of the program.
