AUDIT COMMITTEE SELECTION
RECOMMENDATION:
Pleasure of the City Council.
DISCUSSION:
Resolution No. 87-131 was adopted on December 21, 1987 creating
the City of Tustin Audit Committee. Since that time, we'vee been
advertising, please see News Release attached, for interested
citizens to apply. As of this date, we have received seven
requests for consideration. Attached for your review are the
requests. I think you will find an equal mix of residents and
non-residents with business' located in the City that .are
interested in servihg the community.
The number Of applicants is quite manageable and give's the
Council several options for selection of Committee members.
Option 1. The full Council could adjourn a regular
meeting to a workshop date to interview all the
applicants and act on the appointments at a
subsequent meeting.
Option 2. The Council could select two Council members to
interview the applicants and recommend
appointments to the full Council at a
subsequent meeting.
· Option 3. The Council could review the applications and
recommend appointments without interviews.

FOR NEWLY FORI4ED AUDIT COMNII-FEE
TUSTIN, January 2Z--The City Council of the City of Tustin, is seeking
community-minded citizens tJ serve on the newly formed Audit Committee.
This independent Audit Committee will be composed of three citizens,
selected from the community at large and appointed by the City Council to serve
staggered, two-year terms. Duties include; review and advise on selection of
· external auditors, review of Annual Financial Statements and auditor's opinions
and review of auditor's Management Letter and management's response. Committee
members will be required to attend three meetings annually and are subject to
Conflict of Interest and Financial Disclosure ~aws of the State of California.
Mayor Richard Edgar stated~ "Speaking for myself and the other members of
the City Council, we strongly encourage interested citizens to apply. Citizen
participation in the audit and ~inancial reporting process provides a vital link
in ensuring the quality of the audit and the resulting Annual Financial Report of
the City."

always had a very high interest in Tustin's fiscal viability as well as its
balance of business and our .residential community.

FRANK H. GREINKE
Frank was born December 31, 1931, in Joliet, Illinois. He moved to Los
Angeles in 1946 and was graduated from Belmont High School in 1949 where
he served as Senior Class President. He attended Los Angeles City College
and Pepperdine University. Mr. Greinke was employed by Standard Oil Company
of California (Chevron, USA) in various fields of accounting and as a
Wholesale Fuel Representative from 1952 to 1965.
Frank and Margaret Greinke were married in 1952 and raised five children
and have nine grandchildren. They moved from La Canada to Tustin in 1965.
when they purchased their own oil business from Motor Fuels Ltd. in Tustin.
Since 1965, Mr. Greinke has been President and Chief Executive Officer of
Southern Counties 0il Company located in Tustin. The Company has over
3,000 business accounts in Orange County and has been in the petroleum
marketing business since 1930. Mr. Greinke also contributes a substantial
amount of time to community and charitable activities.
In 1974 Mr. Greinke was named Tustin's Man of the Year. He has served on
many public works commissions for Tustin and Caltrans, including Parks Bond
Chairman, Tus%in Now and Tomorrow, Tustin Sign Commission, Caltrans Aesthetic
Review, Sewer Bonds Chairman, Development Preview Commission, Orange County
3oint Powers Authority, and Southern California Hazardous Waste Council.
He currently serves on the Board of Trustees for the University of California
at Irvine Medical Research, and as Treasurer of the Orange County Multiple
Sclerosis Society. He is also currently on the Board of Directors of the
Society of Independent Gasoline Marketers of America (based in Washington D.C.)
and the California Independent 0il Marketers Association in Sacramento,
California.
Mr. Greinke served as President of the Tustin Chamber of Commerce in 1969
and the Tustin Lions Club in 1979. He was elected to the Saddleback Community
College Board of Trustees and served as Vice President of the Board of Trustees
in 1975. In 1982 Mr. Greinke was elected as a member of the Tustin City Council
and served as Mayor of the City of Tustin. He was a founding director of
Sunwest Bank and has been active in local politics for many years.

On my local community homeowners' association, and from our annex-
ation into the City of Tustin in Februayy of last year. I feel

I would like to submit my name for consideration for appointment to the
new Audit Committee.
I graduated from the University of Michigan with a B.S. in Electrical
Engineering, am employed as a Product Manager.for Cahn Instruments of
Cerritos, CA and have been a resident of Tustin for the past 14 years.
For the past 25 years I have been either Treasurer or Financial Advisor
to several civic and religious organizations, including 13 years as
Treasurer and Chief Financial Officer'of Tustin Meadowls. In most cases
these organizations were in poor financial condition when I arrived and
in excellent financial condition when I left. Through my association
with the City of Tustin as President of the Tustin Water-Corp., I have
knowledge of some of the aspects of the City's finances also.
I feel very strongly that the Audit Committee should contain at least
one or more members who are not part of the CPA fraternity. I
understand the budgetary process very well. I also know general
accounting procedures and how they are used and abused.-
I think that I would bring a unique blend of logic and experience to
the Audit Committee. ..

24, 1987 issue of The 'Tustin l~ews, I hereby apply for membership
in the newly formed Audit Committee.
My home, 1712 La Loma Drive, Santa Aha, Ca. 92?05, is located in
the Lemon Heights area of North Tustin and is served by the Lemon
Heights Mutual Water Company. I am uncertain if this meets the
qualification of "residing withSn the city's water service area".
If not, than [ would need an exception to be made in my case.
My primary qualifications are that I am a self-employed Certi£ied
Public Accountant, having operated my own practice for 22 years.
I have been officed in Tustin since 1Q79. I am a member of the
American Institute of CPAs and the California Society of CPAs.
In addition, I am an active participant in two sub-committees of
the California Society: Management of an AccOunting Practice,
and; Personal Financial Planning. Participation in these
committees has given me an extensive knowledge of local CPA
firms, some of which would be well qualified to conduct the audit
of our city's books and records.

the L. A. City School system, graduating from the George
Washington High School of TV fame. After serving two years in the
U S Army fnom 1951 to 1953, I attended and graduated from UCLA.
