M. 'PETERS COMPANY RECOI~ENDATION It is recommended that the City Council approve Final Tract Map 13053 by the adoption of Resolution No. 88-32 as submitted or revised. BACKGROUND & SUWDqARY ii i The Planning Commission at its meeting of March 14, 1988 recommended to the City Council approval of Final Map 13053. The proposed subdivision which will :reate 118 lots will permit construction of 118 two-story single family detached units at an overall density of 4.6 dwelling units per acre. The City Council previously approved the Tentative Tract map for the project at a meeting on December 7, 1987. The subject tract is bounded by existing residential development {Tract 6628) to the west, Irvine Blvd. to the north, proposed Tustin Ranch Road to the east and Tentative Tract 13094 {Bramalea Development Company ) to the south. The Tentative Map approved for this project included various conditions of approval which required adjustments to the map. All of the required revisions are reflected upon the final map and the required conditions of approval have been met. It has been determined that the Final Map is in conformance with the Tentative Map approval, requirements of the East Tustin Specific Plan, Development Agreement, the City's Subdivision Code, the East Tustin EIR and the State Subdivision Map Act. The City Council finds and determines as follows' 6 A. That Final Tract Map No. 13053 has been submitted by J.M. Peters Company to subdivide 24,359 acres into 118 numbered and three (3) lettered lots for single family development. B. That the Public Hearing was held by the Planning Commission on November 9, 1987. At this hearing the Planning Commission recommended approval of Tentative Tract Map 13053 to the City Council. Subsequently, the City Council approved Tentative Tract Map 13053 on December 7, 1987. 10 11 C. That the Planning Commission at its meeting of March 14, 1988 recommended to the City Council approval of Final Tract Map 13053. 1~. 13 14 15 16 17 18 19 13 ~4 25 27 D. That the proposed subdivision is in conformance with the Tusti n Area General Plan, adopted East Tustin Specific Plan, Development. Agreement and Subdivision Map Act as it pertains to the development of single family dwellings. E. That the City has reviewed the status of the School Facilities Agreement between The Irvine Company and the Tustin Unified School District,. the East Tustin Specific Plan, EIR 85-2, the impacts of Tentative Tract Map 13053 on School District facilities, and reviewed changes in State law, and finds and determines that the impacts on School District facilities by approval of this map are adequately addressed through the reservation of a high school site and elementary site in conjunction with Tentative Tract Map 12763, and imposition of school facilities fees as a condition of approval of Tentative Tract Map 13053. F. That the site is physically suitable for the type of development proposed. G. That the site is physically suitable for the proposed density of development. H. That the design of the subdivision or the type of improvements proposed will not conflict with easements acquired by the public-at-large, for access through or use of the property within the proposed subdivision. J. That the design of the subdivision or the types of improvements proposed are not likely to cause serious public health problems. K. That the Final Map is in substantial conformance with the Tentati ye Map. II. The City Council hereby approves Final Tract Map No. 13053 subject to conditions stated on Exhibit "A" of Planning Commission Resolution's No. 2450 and 2451.
