HUSTON, CITY MANAGER FROM: COMMUNITY SERVICES DEPARTMENT SUBJECT: PROGRESS REPORT - TUSTIN TAC -1 COMMITTEE REPORTS NO. 2 3-21-88 Inter - Com Chairperson, Helen Edgar, of the TAC -1 Fire Prevention Committee and Kathleen Cha of the Orange County Fire Commission reouest the opportunity to report to Council on the Tustin Smoke Detector Program. The update will include a request to purchase additional smoke detectors. Susan M. Jones Recreation Superintendent -, SMJ:Ih Royleen A. White, Director Community & Administrative Services STATUS REPORT ON T A C-1 (TUSTIN AREA COUNCIL FIRE PREVENTION COMMUNITY VOLUNTEERS) An ongoing program for TAC -1 has been the installation of smoke detectors, in mobile home parks. In 1983 the Tustin City Council provided monies for 100 smoke detectors for community installation. Since that time the seven mobile home parks in Tustin have been contacted but, because of volunteer limitations, the project was not completed. To complete this project, the 1988 goal was to ensure that all mobile home residents had been contacted and were aware of the project emphasis on home fire safety in their mobile homes. We also wanted them to be aware that the Explorer Troop 9621, under the auspices of TAC -1, provided smoke detector check and servicing to those needing assistance. Therefore, Saturday's were set aside to contact and/or recontact all mobile home parks and residents. On February 27, 1988, Trail -A -Way Trailer Park and Montesilla Mobile Home Park were visited by the Explorers under the leadership of firefighter advisers. More than 125 mobile homes were visited and smoke detectors checked. Where there was a need for batteries, batteries were provided or residents provided their own new batteries. 17 smoke detectors were installed in the mobile homes that lacked one. As a result, TAC -1 now has seven of the original 100 detectors left minus batteries. The batteries of the remaining detectors were used that day to service existing smoke detectors in senior citizens' mobile homes. Three other Saturdays have been set aside to complete the first part of our Mobile Home Fire Safety Campaign: Smoke Detector installation with servicing and maintenance aid. The second part of our campaign is to return in late spring and summer and conduct Mobile Home Fire Safety awareness programs, emphasizing prevention as well as emergency procedures. Recommendation: At this time, we are requesting monies for 50 additional smoke detectors and batteries to complete installation and to finalize smoke detector maintenance in the remaining mobile home parks: Tustin Village Mobile Homes (200 lots), Sutliff Trailer Park (28 lots), Parque Santiago (44 lots) and Villa Valencia Mobile Estates (153 lots). An initial survey of the remaining mobile homes indicate that the majority already have smoke detectors, but lack information or ability to service. TAC -1, assisted by the Explorers, will be providing that maintenance information and demonstrating how to ensure their smoke detectors are operating properly. For residents unable to service regularly, a system is being set up by the Fire Explorers to provide ongoing free annual maintenance. The retail cost of smoke detectors is $9.99 per unit, batteries included. Local distributors are offering much lower wholesale rates. In addition, TAC -1 has contacted groups and businesses for their donations to make this program a self-supporting community project. Proposal: Donation of $500 for smoke detectors and replacement batteries to complete the installation and servicing of 425 remaining lots. 305 mobile homes have been checked and serviced in the first months of 1988. It will take 3 more Saturdays to complete the installation and servicing all mobile home parks. Project completion date is May 15, 1988. Our goal- is 100% installation of smoke detectors in Mobile Home Parks. Smoke detectors prevent serious harm to Mobile Home residents by detecting fire in its earliest stages. As a community service program, we offer to you and to your neighbors free smoke detectors, free installation and free annual maintenance. These smoke detectors are part of a TAC -1 fire safety program in the community and have been provided by the Tustin City Council. This is not a sales presentation and does not involve any obligation. It is a Tustin community service provided to you as a Mobile Home resident. Fire Explorers, under the leadership of advisor Brian Johnson, will be contacting you about this program and will install the smoke detectors for you. If you have any questions about this TAC -1 Tustin community service program, please contact Isabelle McClements of Tustin Community Services at 544-8890, ext. 204, or Kathleen Cha, Public Information Officer, Orange County Fire Department (714) 744-0492.
