EMERGENCY WATER MAIN REPLACEMENT
RE COMMENDAT I ON:
For the City Council meeting of June 22, 1987.
Pass and adopt the attached Resolution declaring that public interest and
necessity demands .the expenditure of public money to safeguard life and health for
the installation of 900_+ lineal feet of water main in Hewes Avenue southerly of
Fai rhaven Avenue.
BACKGROUND:
,'he proposed area of work is located on Hewes Avenue between Fairhaven Avenue and
a point approximately 900 feet southerly of Fairhaven Avenue. The widening of
Hewes Avenue at this location is a part of the residential development, Tract No.
12489 in the unincorporated territory of the County which is currently under
const ructi on.
DISCUSS I ON:
Within the segment of Hewes Avenue adjacent to Tract No. 12489, an old steel, water
transmission main exists at a.shallow depth. This main has experienced numerous
leaks over the past couple of years and is ready for replacement, but has not'yet
been schedul ed.
The proposed street pavement structural section on Hewes Avenue is 24 inches and
combined with the shallow depth of the water main will require a slurry backfill
over the water main. This will impose a continual problem when City crews are
required to repair leaks on this water main. ,

In order to minimize the need for leak repairs and the excavation of a new street
on Hewes, staff is proposing that the City install 900 + lineal feet of new 10
inch water main to replace the deteriorated segment of p~eline adjacent to Tract
No. 12489. The estimated cost for this work is as follows:
Materi al s .......... $ 7,500.00
In-House Labor ..... 5,400.00
$12,900.00
The materials purchase is proposed to be funded under the current 1986-87 budget
operations account.

In order to proceed with this project on an emergency basis and on an accelerated
time schedule, it will be necessary to waive the formal bid requirements. The
attached Resolution provides the authorization for staff to proceed with said work
on an emergency basis. It is requested that this Resolution be passed and adopted
by the City .Council on June 22, 1987. Passage of the Resolution requires a
four/fifths vote of the City Council.

RESOLUTION NO. 87-74
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, ORANGE COUNTY, CALIFORNIA, DECLARING
THAT PUBLIC INTEREST AND NECESSITY DEMANDS
IMMEDIATE EXPENDITURE OF PUBLIC MONEY TO
SAFEGUARD LIFE AND HEALTH
0 WHEREAS, certain street improvements are under construction along Hewes
Avenue southerly of Fairhaven Avenue in the unincorporated territory of the
? County of Orange; and
8 WHEREAS, a deteriorated water main exists within the limits of the
proposed Hewes Avenue street construction; and
WHEREAS, it has been determined that the deteriorated water main should
10 be replaced to minimize the requirement of water main leak repairs and the
necessity for excavating in public streets.

NOW, THEREFORE, the City Council does resolve as follows:
SECTION 1. There is an immediate need to replace the deteriorated water
13 main along Hewes Avenue southerly of Fairhaven Avenue.
14 SECTION 2. That the public interest and necessity demands the immediate
expenditure of public money to safeguard life and health.

SECTION 3. The Director of Publ'ic Works/City Engineer is directed to
10 take steps to inm~ediately eliminate said' conditions in this emergency without
17 complying with the formal bidding procedures, for public contracts.
SECTION 4. This action is taken pursuant to Section 20168 of the Public
18 Contract Code of the State of California.

PASSED AND ADOPTED at a regular meeting of the City Council of the City
of Tustin held on the 22nd day of June, 1987.
