This Agenda contains a brief general description of each item to be consid-
ered. Any person having a question concerning an item may call the City
Clerk's Office to make inquiry concerning the nature of same. Except as
otherwise provided by law, no action shall be taken on any item not appearing
in the following agenda.

1. UNOEROROUND UTILITV DISTRICT NO. 10 FOR NEWPORT/NCFAODEN AVENUE
On March 21, 1988, the Council adopted Resolution No. 88-34 setting
a Public Hearing on Underground Utility District No. 10 at 7:00
p.m., April 18, 1988. The need for a second Public Hearing was
necessitated by the Council's desire to fund the private property
service conversions by means other than the originally proposed
Redevelopment Agency funding.
Recommendation: That the City Council:
(1) Open Public Hearing;
(2) Receive public testimony concerning only the format for the
method of funding private property service conversions;
(3) Close Public Hearing; and
(4) Determine funding source for private property service
conversions at the pleasure of the Council as recommended by the
Public Works Department/Engineering Division.
APPEAL OF PLANNING CO~4ISSION DENIAL OF VARIANCE 88-2
On March 21, 1988, the Council appealed the Planning Commission's
denial of Variance 88-2, a request by Home Federal for 12 square
foot tenant identification monument sign at 18231 Irvine Boulevard
at the intersection of Holt Avenue.
Recommendation: Should the Council wish to reverse the Planning
Commission's denial of the Variance, a Resolution of approval No.
88-38(a) may be adopted. If the Council chooses to uphold the
Planning Commission's denial of the Variance, then Resolution
88-38(b) may be adopted.

regarding any items within the subject matter jurisdiction of the City
Council provided that NO action may be taken on off-agenda items unless
authorized by law.)

RESOLUTION NO. (~1)-40 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN REQUESTING THE ORANGE COUNTY TRANSPORTATION COMMISSION TO
INCLUDE WITHIN THE FEDERAL AID URBAN PROGRAM THE IMPROVEMENT OF
JAMBOREE ROAD.
Adopt Resolution No. 88-40 as recommended by the Public Works
Department/Engineering Division.
RESOLUTION NO. 88-41 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN REQUESTING THE ORANGE COUNTY TRANSPORTATION COMMISSION TO
INCLUDE WITHIN THE OCUTT PROGRAM THE IMPROVEMENT OF MAIN STREET
(PHASE III).
Adopt Resolution No. 88-41 as recommended by the Public Works
Department/Engineering Division.
RESOLUTION NO. ~-42 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN APPROVING PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF EL
CAMINO REAL FROM MYFORD ROAD TO JAMBOREE ROAD AND AUTHORIZING
ADVERTISEMENT FOR BIDS.
Adopt. Resolution No. 88-42 as recommended by the Public Works
Department/Engineering Division.
RESOLUTION NO. 88-43 - A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN ACCEPTING WORKS OF IMPROVEMENT AND AUTHORIZING
RECORDATION OF NOTICE OF COMPLETION FOR INSTALLATION OF STREET
LIGHT CONDUIT ON "C" STREET FROM MAIN STREET TO THIRD STREET
Adopt Resolution No. 88-43 as recommended by the Public Works
Department/Engineering Division.

10. MARKED UNIT I _ACEMENT
Authorize purchase of four (4) new marked police units at a
cost of $12,778.68 each, for a $51,114.73 total, from Morris
J. Sopp and Son, 5801 Pacific Blvd., Huntington Park,
California, as recommended by the Police Department.
11. POLICE MOTORCYCLE REPLACEMENT
Authorize purchase of four (4) new police motorcycles at the
cost of $5,294 each, for a total of (including tax) $22,467.76,
from Santa Ana Kawasaki, 1850 E. Edinger, Santa Ana,
California, as recommended by the Police Department.

NO. 1006
Ordinance No. 1006 had first reading and introduction at the April
4, 1988, meeting.
ORDINANCE NO. 1006 - AN ORDINANCE OF THE CITY COUNCIL OF THE 'CITY OF
TUSTIN, CALIFORNIA, AMENDING AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, AMENDING SECTION 1515 OF CHAPTER 5, ARTICLE 1, OF
THE TUSTIN MUNICIPAL CODE, CHANGING THE STARTING TIME OF PLANNING
COMMISSION MEETINGS.

VIII. OLD BUSINESS
1. JWA NOISE IqEASUREMENT PROGRAM - UPDATE
An ongoing status report on the John Wayne Airport Noise Measure-
ment Program.
Recommendation: Receive and file.
2. APPROVAL OF CONSULTANT SERVICES FOR PREPARATION OF CULTURAL
RESOURCES INVENTORY OF CITY
Councilman Prescott requested that this item be placed on the
agenda.
Recommendation: Pleasure of the City Council.
IX. NEW BUS1 NESS
1. AWARD OF CONTRACT FOR WATER HAIN IMPROVEMENTS ON EDINGER AVENUE,
WINDSOR I_ANE, CATALINA DRIVE, DEL REY DRIVE, AND LA BELLA DRIVE
Bids for subject project were opened on April 12, 1988. The low
bid is about 26% below the Engineer's estimate of $221,400.00.

Recommendation. Award the contract for sub. ~t project to Coast
Pipeline Corporation of Laguna Hills, California, in the amount of
$163o011.61 as recommended by the Public Works Department/Engineer,
ing Division.
2. COLUMBUS TUSTIN DRAINAGE S~UDY '
The Council expressed an interest in work at Columbus Tustin at the
April 4, 1988 meeting. The Public Works/Engineering Division con-
tacted GPS regarding the possibility of including Columbus Tustin
Park as an addendum to the original contract. Engineering can handle
the contracted addendum by purchase order.
Recommendation: Appropriate $1,500 for the Storm Drain Study of
Columbus Tustin Park as recommended by the Community Services
Department.
A~JARB OF CONll~ACT' FOR TRAJ:FIC SIGNAL MODIFICIATIONS AT WALNUT AVENUE
& CHERRYWOOD LANE
Bids for subject project were opened on April 12, 1988. This
project provides for adding left-turn phasing for traffic on Walnut
Avenue turning left onto Cherrywood Lane.
Recommendations: That the City Council:
(1) Award a contract to Baxter-Griffin Company in the amount of
$9,350.
(2) Approve an additional appropriation of $2,000 from the General
Fund as recommended by the Public Works Department/Engineering
Division.
4. PARK ADVISORY COMMITTEE
At its meeting April 4, the Council advised Staff that it wished to
create a Parks Advisory Commission.
Recommendations:
(1) That the Commission have five (5) members, all Tustin Residents.
(2) That the Commission be an advisory body to the City Council in
all matters relating to policy in the areas of park design and
development.
(3) That the Commission serve at the pleasure of the City Council,
and be named the Community Services Commission.
(4) That the Commission meet as often as is necessary to carry out
its responsibility, but a minimum of once each quarter in
regular session.
(5) That the Commission be compensated for attendance at Commission
meetings and that Council set such compensation.
(6) That the City Council meet with the Commission at least once per
year to give the Commission direction regarding Council policy
as recommended by the Community Services Department.

EASTERN TRAI~¢PORTATION CORRIDOR DRAFT ENVII)nNMENTAL IMPACT REPORT
NO. 451
The County of Orange is acting as the lead agency for the
preparation of subject Draft Environmental Impact Report No. 451 for
the Eastern Transportation Corridor and the review period for this
document ends on April 21, 1988 at 4:00 p.m.
Recommendation: Approve the City's concerns/comments for the
Eastern Transportation Corridor and authorize Staff to forward these
comments to the County of Orange by the response deadline date of
April 21, 1988.
REPORTS
1. PLANNING (:OMISSION ACTION AGENDA - APRIL 11, 1988
All actions of the Planning Commission become final unless appealed
by the City Council or member of the public.
Recommendation: Ratify the Planning Commission Action Agenda of
April 11, I988.
2. CITY ENTRANCE SIGN PROGRAM STATUS
'Councilman Prescott at the City Council meeting on April 4 requested
a status report on the City Entrance Sign Program.
Recommendation: Comment on the subject schematic monument sign
alternatives as recommended by Community Development Department.
3. INVESTMENT SCHEDULE AS OF MARCH 31, 1988
A report listing various investment schedules for the City and
Redevelopment Agency with maturities 12 months or less and in excess
of 12 months.
Recommendation: Receive and file.
4. UPDATED REPORT ON REQUEST FOR ENGINEERING STUDY AT THE INTERSECTION
OF EL CAMINO REAL AND SIXTH STREET
The Council requested that a sketch be prepared illustrating the
existing areas of red curb at the subject intersection.
Recommendation: The existing red curb on all intersection
approaches should remain as is, however, forty (40) feet of existing
red curb on the south side of Sixth Street (east of E1 Camino Real)
can be eliminated.
