BACKGROUND/DISCUSSION The City Council, at its meeting on November 2, 1987, approved Vesting Tentative Tract Map 13094. The subject map provides the creation of 103 numbered lots and · our lettered lots which will permit for the construction of 103 two-story ingle family detached units ranging in size from approximately 2,573 square feet to approximately 2,914 square feet. The overall density of the project is five dwelling units per acre. The project site is bounded by Browning Avenue to the west, a Southern California Edison Subsist=ion and Lot 15 of Tract 12763 to the south, Park Center Lane to the east, an existing single family development to the northwest, and Lot 3 of Tract 12763 to the northeast. The subject Vesting Tentative Tract Map has been revised to incorporate all currently applicable conditions and is ready for recordation with the Ornge County Recorder's Office. However, prior to this recordation, the Final Map must be revtewed and approved by the Planning Commission and Ct ty Council. At its meeting of April 11, 1988, the Planning Commtsion recommended to the City Council the approval of Final Map 13094 and determined that the Final Vesting Map was tn conformance with the Vesting Tentative Map, requirements of the East Tustin Specific Plan, Development Agreement, the City's Subdivision Code, the East Tusttn EIR and the State Subdivision Map Act. Be That the Public Hearing was held by the Planning Commission on October 12, 1987. At this hearing the Planning Commission recommended approval of Vesting Tentative Tract Map 13094 to the City Council. Subsequently, the City Council approved Vesting Tentative Tract Map 13094 on November 2, 1987. Ce That the Planning Commission at its meeting of April 11, 1988 recommended to the City Council the approval of Final Vesting Map No. 13094. That the proposed subdivision is in conformance with the Tustin Area General Plan, adopted East Tustin Specific Plan, Development Agreement and SubdivSsion Map Act as it pertains to the development of single family dwellings. That the City has reviewed .the status of the School Facilities Agreement between The Irvine Company and the Tustin Unified School District, the East Tustin Specific Plan, EIR 85-2, the impacts of Vesting Tentative Tract Map 13094 on School District facilities, and reviewed changes in State law, and finds and determines that the impacts on School District facilities by approval of this map are adequately addressed through the reservation of a high school site and elementary site in conjunction with Vesting Tentative Tract Map 13094, and imposition of school facilities fees as a condition of approval of Vesting Tentative Tract Map 13094. That the site is physically suitable for the type of development proposed. Ge That the site is physically suitable for the proposed density of development. That the design of the subdivision or the types of improvements proposed are not 11kely to cause sertous publlc health problems. K. That the Final Map is in substantial conformance with the Tentative Map. II. The City Council hereby approves Final Vesting Map No. 13094.
