SUSJSCT: RESOLUTION REQUESTING OCTC TO ALLOCATE OCUTT FUNDS
FOR MAIN STREET (PHASE III).
RECOMMENDATION
That the City Council adopt a resolution requesting the Orange County
Transportation Commission (OCTC) to include within the OCUTT Program the
improvement of Main Street (Phase III) between Route 55 Freeway and
Pacific Street.
BACKGROUND
Last year the City completed a reconstruction project on Main Street
between Pacific Street and "C" Street. Half the cost of this project
'as funded by OCTC through the OCUTT program, an amount exceeding
~134,000. This program was a three year program beginning in fiscal
year 1986-87. The City of Tustin requested OCUTT funding for all three
phases of the Main Street improvement but OCTC approved only the first
two phases due to funding limitations.
ANALYSIS
OCTC has now issued a call for applications for an additional round of
OCUTT projects. A total of $4.5 million is available. Our Main Street
Phase III project will receive a high priority as it was previously
approved but unfunded. Reconstruction/rehabilitation projects are also
high priority. We are quite certain that our request for $114,000 for
Main Street (Phase III) will be approved. The total estimated cost of
the project is $228,000. The City's 50% share will need to be included
in the 1988-89 FY budget.

RESOLUTION NO. 88-41
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN REQUESTING THE ORANGE
COUNTY TRANSPORTATION COMMISSION TO
INCLUDE WITHIN THE OCUTT PROGRAM THE
IMPROVEMENT OF MAIN STREET (PHASE III).
WHEREAS, the City of Tustin previously improved Main
Street between Pacific Street and "C" Street with OCUTT funding
(Phases I and II); and
WHEREAS, the City of Tustin desires to improve Main Street
(Phase III) between Route 55 Freeway and Pacific Street; and
WHEREAS, the City of Tustin's Master Plan of Arterial
Highways is consistent with the Orange County Master Plan of
Arterial Highways; and
WHEREAS, the City of Tustin will provide at least 50% in
matching funds for this project; and
WHEREAS, the Orange County Transportation Commission
intends to allocate OCUTT funds for the improvement of arterial
highways in Orange County;
NOW THEREFORE, BE IT RESOLVED that the City Council of the
City of Tustin requests the Orange'County Transportation
Commission allocate $114,000 in OCUTT funds for the improvement
of Main Street (Phase III) between Route 55 Freeway and Pacific
Street.
