HomeMy WebLinkAboutNB 5 EIR 451 04-18-88DATE: APRIL 12 , 1988 NEW BUSINESS 4-18-88 TO: FROM: S U BJ ECT: WILLIAM HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION EASTERN TRANSPORTATION CORRIDOR DRAFT ENVIRONMENTAL IMPACT REPORT NO. 451 (FILE #629) RECOMMENDATION: That the Tustin City Council approve the City's concerns/comments* for the Eastern Transportation Corridor and authorize Staff to forward these comments to the County of Orange by the response deadline date of April 21, 1988. (*These suggested responses will be delivered to the City Council on April 15, 1988.) ~ACKGROUND: ~e County of Orange is acting as the lead agency for the preparation of the subject Draft Environmental Impact Report No. 451 for the Eastern Transportation Corridor. The review period for this document ends on April 21, 1988 at 4:00 P.M. It is intended to submit all of the City's responses/comments by that deadline date. These responses are not included with this report but will be delivered under separate cover on Friday, April 15, 1988. DISCUSSION: The City's responses will deal primarily with the various route alternatives which impact the East Tustin development and will make reference to the Tustin-Irvine-Orange preferred alternative alignment which is still under finalization by the three cities. A copy of the environmental documents are available in the Engineering Division for the City Council's inspection if they so desire. Attached to this report are two exhibits as follows: * Exhibit S-3 provides the segment names and various link numbers * Exhibit S-2 provides the various network of alternatives. These two exhibits do not include or delineate the preferred alternative of T.I.O. cities which provides for the following: * A dual leg Eastern Corridor facility in which the easterly side would have an interchange connection at the Riverside Rte. 91 Freeway, and an interchange connection at the Santa Ana Rte. 5 Freeway in the vicinity of the Laguna Rte. 133 Freeway. EASTERN TRA/~SPORTATION CORRIDOR DRAFT ENVIRONMENTAL IMPACT REPORT NO. 451 Page 2. The westerly leg of the Eastern Corridor would have an interchange connection in the vicinity of Chapman Avenue and Santiago Canyon Road in Orange and would extend southerly under the Santa Ana Freeway and connect to Jamboree Road southerly of the freeway. This westerly leg of the corridor would lie generally easterly of Jamboree Road except for a segment in the vicinity of Peter's Canyon (about 1 mile) which is intended to overlay Jamboree Road.
