SUBJECT: UPDATED REPORT ON REQUEST FOR ENGINEERING STUDY AT THE
INTERSECTION OF EL CAMINO REAL AND SIXTH STREET
RECOMMENDATION:
The existing red curb on all intersection approaches should remain as it
is today. However, forty (40) feet of existing red curb on the south
side of Sixth Street (east of E1 Camino Real) can be eliminated.
BACKGROUND:
The background information for this report is referenced to the previous
staff report dated March 16, 1988 (copy attached). At the last city
Council meeting, the issue of existing red curb at the subject
intersection was raised with regard to the amount and location of the
d curb. The city Council requested that a sketch be prepared
~lustrating the existing areas of red curb at the subject intersection.
DISCUSSION: .. .....
As stated before, it is Staff's opinion that the existing red curb at
the intersection approaches is necessary to provide additional width to
allow two approach lanes to the traffic signal. The two approach lanes
allows traffic to make the required turning movements at the signal
which in turn reduces delay for all motorists using this intersection.
In view of the request for additional on-street parking spaces in the
immediate area of the E1 Camino Real/Sixth Street intersection, a
thorough review was made of existing traffic conditions. Based upon
this review, it was concluded that forty (40) feet of existing red curb
on the south side of Sixth Street (east of E1 Camino Real) could be
eliminated. The remaining ten (10) feet of red curb east of the first
driveway will facilitate turning movements from E1 Camino Real and the
businesses which use this driveway (see attached sketch).
Therefore, Staff recommends the elimination of forty (40) feet of red
curb as shown on the attached sketch.

REPORT ON REQUEST FOR ENGINEERING STUDY AT THE INTERSECTION OF
EL CAMINO REAL AND SIXTH STREET
RECOMMENDATION:
The existing red curb should remain as it is today.
BACKGROUND:
Pursuant to a request from City Council, an engineering study was
initiated for the subject location. The purpose was to evaluate the
need for the existing red curb which is installed on all intersection
approaches.
EXISTING CONDITIONS:
camino Real is a two-lane two-way collector street with parking on
_~th sides which runs in a north-south direction between 1st Street
and Newport avenue. At the 'signalized intersection of E1 Camino Real
and Sixth Street there are two designated approach lanes on E1 Camino
Real for each direction of flow. However, Sixth Street%has only one
lane approaches designated'for the east and west directions. But with
the existing red curb which is installed on both the east and west
approaches on Sixth Street, there are two effective approach lanes to
the intersection.
In other words, the existing red curb on Sixth Street has removed the
existing parking and created additional width to allow two approach
lanes to the traffic signal. The red curb extends approximately 55
feet to the West and 60 feet to the East (measured from the beginning
of the curb return). The two approach lanes allow traffic to make the
required turning movements at the signal which in turn reduces delay
for all motorists using this intersection.
In addition, there is existing red curb on both the north and south
approaches to the intersection. The red curb is required on the south
approaches because there are bus stops on both sides of the
intersection. On the north approach, the red curb is installed to
provide proper visibility requirements for motorists on Sixth Street
and or customers exiting/entering the garage located in the northwest
-~adrant of the intersection.
At should be noted that 2-hour parking is allowed before the beginning
of each red zone on both E1 Camino Real and Sixth Street.

DISCUSSION:
Based upon an evaluation of the existing conditions, the following
comments can be made. First, the existing red curb on E1 Camino Real
is required because of two bus stops and intersection visibility
requirements. Second, the existing red curb on Sixth Street allows
two approach lanes to the traffic signal which improves traffic
operations and safety for all motorists using the intersection.
Therefore, it is Staff's recommendation that the existing red curb
should remain as it is today.
