Adopt Resolution No. 88-16.
(2) ORDINANCE NO. 1001 - AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, ADOPTING ZONING ORDINANCE AMENDMENT
87-4 AMENDING PART 5 AND 7 OF CHAPTER 2, ARTICLE 9 OF THE TUSTIN
MUNICIPAL CODE AS IT RELATES TO CULTURAL RESOURCES.

IMPROVEMENTS BY ORANGE COUNTY IN EL MDDENA-IRVINE CHANNEL AND IN

Approve the County project for construction of improvements in
E1 Modena-Irvine Channel (FO7) and in Red Hill Channel (F13) as
recommended by the Public Works Department/Engineering
Division.
RESOLUTION NO. 88-49 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY

AGREEMENT WITH IRWO FOR INSTALLATION OF FACILITIES IN EL CAMINO
REAL
Approve an agreement with the Irvine Ranch Water District
providing for installation of domestic water and reclaimed
water facilities in E1 Camino Real between Myford Road and
Jamboree Road as recommended by the Public Works
Department/Engineering Division.

JWA NOISE NONITORING PROGRA&4 - STATUS REPORT
Update on the John Wayne Airport Noise Monitoring Program
Recommendation: Receive and file as recommended by the Community
Development Department.

On April 18, 1988, at 6:00 p.m., the City Council interviewed the
following candidates who desire to serve on the Audit Committee:
William G. Daly, Evelyn R. Feldman, Frank H. Greinke, Anthony
Pagano, Walter T. Sullens and Jerry Weil. Thomas D. Mulcahy was
unable to be present for.the interviews.
Recommendation: Pleasure of the City Council as recommended by the
City Clerk.
3. NEWPORT AVENUE/MCFADDEN AVENUE UNDERGROUND UTILITY DISTRICT NO. 10
On April 18, 1988, a Public Hearing was held to discuss the three
private property service conversions. The matter was continued to
the May 2, 1988, meeting due to a concern of one property owner.
Recommendation: Continue this item to the May 16, 1988, meeting as
recommended by the Public Works Department/Engineering Division.

XI. NEW BUSINESS
XII.
TUSTIN-IRVINE-ORA~(GE (TIO) HE~NDUM OF UNDERSTANDING FOR FOOTHILL
EASTERN I'RANSPORTATION CORRIDOR
The Memorandum of Understanding (MOU) that was previously adopted by
the City Council on February 8, 1988, was not identical to the MOU
adopted by the Cities of 1trine and Orange.
Recommendation: Approve the Memorandum of Understanding between the
Cities of Tustin, Irvine, and Orange regarding the implementation of
the Foothill/Eastern Transportation Corridor subject to final
approval by the City Attorney as recommended by the Public Works
Department/Engineering Division.
1988-89 BUOGET WORKSHOP
Staff plans to submit the draft budget to the Council in the latter
part of May.
Recommendation: Set a date for a budget workshop during the month
of June as recommended by the City Manager,
3. COALITION DS STEERING COMMIl-~rEE - CITY COUNCIL APPOINTMENT
Mayor Pro Tem Kennedy requested this item be placed on. the agenda,

REPORTS
1. PLANNI~ CO~ISSION ACTION AGENDA - APRIL 2S, 1908
All actions of the Planning Commission become final unless appealed
by the City Council or member of the public.
Recommendation:. Ratify the Planning Commission Action Agenda of
April 25, 1988.
PICKWICK HRNOR, GOOFATHER'S BAR NOISE COMPLAINT
At the April 18, 1988, Council Meeting, Mr. Joseph Neglia voiced a
complaint regarding the noise created from the back door of the
Godfather Bar. The matter was referred to the Police Department.
Recommendation: Receive and file.
3. STATUS REPORT - SAN DIEGO PIPELINE INSTALLATION
Update on the San Diego Pipeline Installation.
Recommendation: Receive and file.

4. COMPETITIVE b,O PROCESS - MARKED PATROL UNIT PURCHASE
At the Council Meeting on April 18, 1988, Councilman Prescott
requested copies of the competitive bid process utilized by the Los
Angeles County Sheriff's Department for purchase of' police, patrol
vehicles.
Recommendation: Receive and file.
5. PETERS CANYON REGIONAL PARK STATUS
The agreement between the County of Orange and the Irvine Company to
dedicate Peters Canyon Regional Park is scheduled to go to the Board
of Supervisors in the near future.
Recommendation: Receive and file.
6. REPORT REGARDING STUDENT INTERN PROGRAM
Councilman Prescott requested this item be agendized.
Recommendation: Pleasure of the City Council.
