RECOI~ENDATION
It is recommended that the City Council approve Final Map 12870 by the adoption
of Resolution No. 88-45.
BACKGROUND
The Planning Commission at their regular meeting on April 25th, recommended to
the City Council approval of Final Map 12870. The proposed project will
subdivide approximately 634 acres of currenty undeveloped land into 87 lots {32
numbered and 55 lettered). The Map is a sector level subdivision pursuant to
the East Tustin Specific Plan which formally establishes defined land use areas
within Sectors 7, 8 and 9. Land uses proposed include: single and multiple
family dwellings, neighborhood and community level public parks, private parks,
2 potential elementary school sites and a 160 acre golf course.
Tentative Tract Map 12870 was originally approved by the City Council on October
7, 1987 subject to compliance with certain conditions. All required corrections
to the map are reflected on the Final Map and the required applicable conditions
of approval have been met. Staff have also determined that the Final Map is in
conformance with the Tentative Map approval, requirements of the East Tustin
Specific Plan and Development Agreement, the City's Subdivision Code, the East
Tustin EIR and the State Subdivision Map Act. Based upon this conformance,
staff suggests that the City Council approve Final Map 12870 by adoption of
Resolution No. 88-45.

RESOLUTION N0.'88-45
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, APPROVING FINAL TRACT MAP NO. 12870
The City Council of the City of Tustin does hereby resolve:
I. The City Council finds and determines as follows:
Final Tract Map 12870 was submitted to the Planning Commission
on behalf of The Irvine Company for the purpose of creating an
87 lot (32 numbered and 55 lettered) subdivision from a portion
of Blocks 42, 43, 44, 65 and 66 of Irvine's subdivision as shown
on a map thereof filed in Book 1, page 88 of Miscellaneous maps
in the office of the County Recorder of the County of Orange,
State of California.
That the Planning Commission by the adoption of Resolution No.
2492 did recommend to City Council approval of Final Tract
12870. The Tentative Map for the project was previously
approved by. the City Council on October ?, 1987 with the
adoption of Resolution No. 87-111.
The proposed subdivision is in conformance with applicable
ordinances, policies and standards of the City of Tustin,
evidenced by the following findings:
1. That the proposed map is consistent with the Tustin Area
General Plan in that:
Proposed densities and land uses are identified in
accordance with the Land Use Element;
b. Parkland has been identified and allocated in
accordance with the Recreation Element;
Provisions for affordable housing as outlined in EIR
85-2 and the Housing Element will be considered at
subsequent, project level, subdivision map processing;
Necessary actions to mitigate noise impacts will be
required pursuant to the Noise Element, including an
analysis of the Browning Corridor.
2. That the proposed map is consistent with the East Tustin
Specific Plan in that:
Provisions of sector processing requirements
concerning circulation, grading, drainage, and median
and parkway landscape plans relative to Sectors 7, 8
and 9 have been met. (Section 3.5)

The number of residential units proposed is within the
established limits stated in the East Tustin Specific
Plan (Section 3.4.3.)
That identified land uses shown upon the subject map
are consistent with permitted land uses outlined in
the East Tustin Specific Plan {Section 3.4)
That school and park sites have been Identi'fied in
accordance with the Specific Plan (Section 3.4)
That the project as submitted is consistent with the
adopted Development Agreement between the City of Tustin
and The Irvine Company dated November 3, 1986.

That approval and recordation of Tract 12870 is not the
final discretionary approval for development within the
subdivision. Subsequent subdivision maps will be required
prior to development of most lots created by Tentative
Tract Map 12870 in conformance with the Subdivision Map
Act.
That the City has reviewed the status of the School
Facilities Agreement between the Irvine Company and the
Tustin Unified School District.
That the precise alignment of the extension of La Colina
Road has been determined with Tentative Tract Map 12870 and
the proposed alignment is such that through traffic should
be deterred.
That the site is physically suitable for the type of development
proposed.
That the site is physically suitable for the proposed density of
development.
That.the design of the subdivision or the proposed improvements
are not likely to cause substantial environmental damage or
substantially and avoidably injure fish or wildlife in their
habitat.
That the design of the subdivision or the type of improvements
proposed will not conflict with easements acquired by the
public-at-large, for access through or use of the property
within the proposed subdivision.
That the design of the subdivision or the types of improvements
proposed are not likely to cause serious public health problems.

That the old Irvine Boulevard right-of-way to be abandoned by
the final map is not useful as a non-motorized facility for
pedestrians, bicyclists, or equestrians.
II. The City Council hereby approves Final Tract Map No. 12870.
