IMPROVEMENTS BY ORANGE COUNTY IN EL MODENA-IRVINE CHANNEL
AND IN RED HILL CHANNEL
RECOMMENDATION:
That the City Council approve the County project for construction of
improvements in E1 Modena-Irvine Channel (FO7) and in Red Hill Channel
(Fl3).
BACKGROUND:
This Orange County construction project will provide for reinforced
concrete vertical wall structure in the E1 Modena-Irvine Channel
beginning at Browning Avenue/Bryan Avenue and going 1500' upstream to
-~he confluence with La Colina Channel. This channel section will be
?om 34' to 50' wide and 12' deep and will replace the existing earth
~ection.
A branch of the Red Hill Channel about 600' long is also part of the
project. This will be a reinforced concrete vertical wall structure
22' wide and 12' deep to replace the existing earth section between the
E1 Modena-Irvine Channel and River Ford Road.
The Orange County Flood Control Act requires that before construction
may proceed, the approval of the City Council is required. The City
Planning Commission by Resolution No. 2470 (2-22-88) made a finding
that the proposed channel improvement was in conformity with the Tustin
Area General Plan.
This improvement will be of great benefit to the city of Tustin in
providing a higher level of protection from flooding and is financed
with $1.25 million in OCFCD general funds. The attached map shows the
project location.
