TO: WILLIAM HUSTON, CITY MANAGER
FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION
SUBJEOT: TUSTIN RANCH ROAD INTERCHANGE CONSULTANT cONTRACT AMENDMENT
FILE #897D
RECOMMENDATION:
That the Tustin City Council at their meeting of May 16, 1988 approve
the amendment to the City/Irvine Company agreement for design consulting
services for the Tustin Ranch Road/Santa Ana Freeway Interchange Project
to provide for an augmentation of $83,906 to the Dokken Engineering
design contract.
BACKGROUND:
In November 1986, the City of Tustin entered into an agreement with
~he Irvine Company (TIC) which designated TIC as the project
ministrators for the engineering design services on the Tustin Ranch
~oad/I-5 Interchange project. After mutual concurrence by City staff
and TIC, Dokken Engineering was also selected as the design firm to
provide said final design services as a sub-consultant to TIC. The
original design fee as proposed by Dokken Engineering was in the amount
of $343,045.00.
DISCUSSION:
As the design phase of the project progressed, it became apparent that
the original request for proposals did not cover all facets for the
required final project design. Additionally, Caltrans' design
requirements and the environmental document preparation surfaced other
design work which was not included within Dokken's original scope of
work. All design work is substantially complete and the plans/
specifications are being processed by Caltrans for final approval and
authorization to advertise for bids.
The total cost of the extra work requires an augmentation of $83,966.00
to the original contract amount of $343,045.00'. The extra work items
are categorized into seven areas as follows:
Initial preliminary geometric design per
Caltrans requirements ........................... $ 7,500.00
Southbound exit ramp right-of-way studies .......
Auto Center frontage right-of-way evaluations ...
Retaining wall/soundwall designs per EIR

No additional budget appropriation is necessary to approve this contract
amendment. Sufficient funding exists in the current Redevelopment
Agency Project Budget and the Assessment District Project Budget to
cover this contract amendment. The new Dokken Engineering contract
mount will be $426,951.00.
