WORKS CONSTRUCTION
Adopt Resolution No. 88-64 adopting Standard Specifications for
Public Works Construction as recommended by the Public Works
Department/Engineering Division.

16. TRANSFER/PURr 'SE OF OFFICE EQUIPMENT
Authorize (1) the transfer of a Hewlett ~ackard 150 computer
together with software and LaserJet printer from the Field
Services office to the Water Division; a~d (2) approve the
purchase of an Apple letter quality printer for the Field
Services ' office as recommended by the Public Works
Department/Field Services Division.
17. CONSULTANT AGREEMENT FOR OEVELOPMENT OF PAVEMENT I~NAGEMENT SYSTEM'
Approve selection of BSI Consultants, Inc. for professional
services for development of the pavement management system at a
fee not to exceed $31,500, and authorize execution of a
consultant agreement by the Mayor and City Clerk as recommended
by the Public Works Department/Engineering Division.

RESOLUTION NO. 88-S8 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING FINAL TRACT MAP NO. 13161.
Approve Final Tract Map No. 13161 by the adoption of Resolution
No. 88-58 as recommended by the Community Development
Department.
RESOLUTION NO. 80-59 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, APPROVING TENTATIVE PARCEL MAP 88-179
LOCATED ON THE SOUTH SIDE OF SEVENTEENTH STREET, 370 FEET EAST OF
ENDERLE CENTER WAY.
Approve Tentative Parcel Map 88-179 by the adoption of
Resolution No. 88-59 as recommended by the Community
Development Department.
RESOLUTION NO. 88-57 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNA, APPROVING VESTING TENTATIVE TRACT MAP NO.
13096.
RESOLUTION NO. 88-63 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, FINDING THAT THE FINAL ENVIRONMENTAL IMPACT
REPORT (EIR) FOR THE EAST TUSTIN SPECIFIC PLAN IS ADEQUATE TO SERVE
AS THE PROGRAM EIR FOR TENTATIVE TRACT MAP 13096 AND ALL FEASIBLE
MITIGATION MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT.
Approve Vesting Tentative Tract Map 13096 by adoption of
Resolution No. 88-57 and approve the environmental
determination for project by adoption of Resolution 88-63 as
recommended by the Community Development Department.

1. COMMUNITY SERVICES COtI~ISSION ORDINANCE NO. 1009
The City Council previously took action to reestablish a Community
Services Commission. Ordinance No. 1009 is submitted as follows:

OF TUSTIN, CALIFORNIA, ADDING PART V, CONSISTING OF SECTIONS 1551
THROUGH 1557, TO CHAPTER 5 OF ARTICLE I OF THE TUSTIN CITY CODE TO
ESTABLISH A COMMUNITY SEVICES COMMISSION.
Recommendation:

The City Council at their regular meeting on May 2, 1988, reviewed
proposed Zoning Ordinance Amendment 87-4.
OROIWANCE NO. 1001 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
TUST[N, CALIFORNIA, ADOPTING ZONING ORDINANCE AMENDMENT 87-4
AMENDING PART 5 AND 7 OF CHAPTER 2, ARTICLE 9 OF THE TUSTIN
MUNICIPAL CODE AS IT RELATES TO CULTURAL RESOURCES.
Recommendation:

(3) Instruct staff to advertise appointments to Cultural Resources
Advisory Committee.
CITY OROINANCE 1008 AODITION TO TUSTIN MUNICIPAL CODE 4930
PERTAINING TO CROSS-CONNECTION CONTROL, PUBLIC WATER SYSTEMS
The State of California revised its Regulations relating to
Cross-Connection, more specifically, California Administrative Code,
Title 17, Sections 7583 through 7605, inclusive. The effective date
of the revised regulations was June 25, 1987.

TUSTIN, CALIFORNIA, REPEALING SPECIFIED SECTIONS OF ARTICLE 5 OF THE
TUSTIN CITY CODE AND ADOPTING THE UNIFORM FIRE CODE AND UNIFORM FIRE
CODE STANDARDS, 1985 EDITIONS, WITH AMENDMENTS THERETO AND TilE
UNIFORM FIRE CODE 1987 SUPPLEMENT AS THE FIRE PROTECTION REGULATIONS

VIII. OLD BUSINESS
1.. AIRPORT STATUS REPORT - JWA, JOINT USE/EL TORO, AIRPORT SITE
COALITION
Beginning with this report, staff will provide a status report not
only on the JWA Noise Monitoring Program, but also regarding the
activities of the "Coalition for a Responsible Airport Solution
(CRAS)" which is focused on opposing joint use of MCAS E1 Toro and
the Airport Site Coalition (ASC) whose program is to find a solution
by consensus for an additional airport site or sites to service
Orange County.
Recommendation: Receive and file.
2. THE ROLE OF THE CITY IN ENFORCING CC&R'S
The .Planning Commission has reviewed and approved revised standard
CC&R provisions to be included as conditions of approval on future
subdivisions in the City. Despite the revision, the Planning
Commission has requested clarification and direction from the City
Council on whether the City should play any role in reviewing or
enforcing CC&R's.
Recommendation: Pleasure of the City Council.
3. LENGTH OF TERM FOR AUOIT COletITTEE )IEMBERS
At the regular meeting of May 16, 1988, the Council directed this
item be placed on the agenda for conversation.
Recommendation: Staff recommends two year staggered terms with
Evelyn Feldman's initial term at 3 years, and Jerry Weil's anJ Frank
Greinke's initial terms to be decided by a coin toss as to who
receives a two year term or a one year term. Council to determine
the length of the term of Walter Sullens, Alternate.
IX. NEW BUSINESS
1. EAST TUSTIN ASSESSMENT DISTRICT NO. 86-2
In June 1986, the City Council accepted the Irvine Company's
petition requesting the formation of Assessment District No. 86-2
and later in September 1987, amended said petition to include
certain areas outside of the City of Tustin boundaries but within
the City of Orange and County of Orange jurisdictions with respect
to the Jamboree Road project.
Recommendation: Review and discuss the East Tustin Assessment
District No. 86-2 as scheduled, and defer any action on Resolution
Nos. 88-60, 88-61, and 88-62 until a special City Council meeting to
be scheduled on June 8, 9, 10 or 13, 1988 as recommended by the
Public Works Department/Engineering Division.

Recommendation: Continue this item to the June 20, 1988, meeting.

3. REQUEST FOR ~"NDICAPPEO'PARKING STALL
At the Public Input portion of the May 16, 1988, City Council
meeting, Ms. Betty Davies raised a concern about the lack of parking
either at her place of employment or on the public streets (First
Street and Pacific Street) immediately adjacent to her place of
emp 1 oyme nt.
Recommendation: Authorize the designation of an on-street
handicapped parking space on the easterly side of Pacific Street
between the Consolidated Reproductions driveway and the residence
driveway at 145 S. Pacific Street as recommended by the Public Works
Department/Engineering Division.
4. AWARD OF CONTRACT FOR SIDEWALK AND CURB AND GUTTER REPAIR PROJECT,
1987-88 FY
Five bids were submitted for bid opening on May 31, 1988, at 2:00
p.m. and are summarized as follows:

Recommendation: Award the contract for subject project to General
Procurement & Construction Co., Inc. of Costa Mesa, California, in
the amount of $184,745.50 and authorize staff to add additional work
to the contract to utilize all budgeted funds as recommended by the
Public Works Department/Engineering Division.
5. AGREEMENT FOR A LOAN BETWEEN THE CITY OF TUSTIN AND THE TUSTIN
COI~UNITY ROA ON BEHALF OF THE SOUTH CENTRAL PROJECT
The General Fund will be lending funds to the Agency in order to
accomplish the goals and objectives of the South Central Project
Area.
Recommendation: Authorize the Chairman of the Redevelopment Agency
to execute the Loan Agreement offering and accepting a loan to the
Agency of an additional $300,000 as recommended by the Finance
Department.

REPORT ON BUSINESS - FRANCOIS INTERIORS AT 620 W. I~AIN STREET
Ms. Francois Conrad, owner of Francois Interiors at 620 W. Main
Street, approached the Council at their meeting on May 16, 1988,
with concerns about the status of her current business license.
Recommendation: Receive and file.
EAI~THEN FLOOD CONTROL (](ANNELS (INFORMATION REPORT)
At their last meeting of May 16, 1988, the Council raised a concern
regarding litter and standing water within earthen flood control
channels within the City.
Recommendation: Receive and file.
