PARKING CITATION PROCESSING SERVICE
Recommendation
That the City Council authorize execution of the contract amendment with
Turbo Data Systems,. Inc. for increased costs involved with parking citation
processing due to process changes authorized by law.
California Vehicle Code Section 40200.4 authorizes the court to elect to
discontinue processing parking citations. Effective July 1, 1988, Orange
County Central Court will discontinue all parking citation processing and
pass the responsibility on to the issuing agencies. This will necessitate
the City of Tustin to arrange for the following:
1. Providing a Post Office bbx where payments may be
mailed.
2. Picking up mail from the Post Office box.
3. Verifying payment amounts and records on a computer
system.
4. Collecting partial bail payments.
5. Sending notices to people who have made payments with
insufficient funds in their checking accounts.
6. Making bank deposits.
7. Verifying amounts deposited by citation numbers.
8. Scheduling court appearance dates for those who wish to
dispute their tickets.
9. Recording final dispositions from the court after the
citations have been adjudicated.
The City is currently under contract with Turbo Data Systems, Inc. to keep
track of the dispositions of citations that are issued. This contract is due
for review in February 1989.
Turbo Data Systems has indicated their willingness to provide the additional
services required at a cost of 30 cents per citation., After contacting other
companies which provide a similar service we found this to be a 'reasonable
cost. We also. contacted police agencies who perform their own citation
processing, and Turbo Data Systems' price quote is equal to their cost of
processing without the capital expenditure for equipment.

Our experience has shown that we average $22.83 of revenue per citation
issued, which is adequate to cover present costs as well as absorb the court-
mandated increase.
Turbo Data Systems is located in the City of Tustin and has had an outstand-
ing performance record in their past dealings with the City.

* return questionable mail to City for decision
* make bank deposits to City bank account

transmittal sent to court with original cit and bail
court will return transmittal with final disposition
