SUBJECT: RESOLUTION ADOPTING STANDARD SPECIFICATIONS FOR
PUBLIC WORKS CONSTRUCTION

That the City Council adopt a resolution adopting Standard
Specifications for Public Works Construction.
The Public Works Department has for some years been using the State
Department of Transportation (Caltrans) Standard Specifications for
construction of public works facilities. While this is a good document,
it lacks specialized coverage of uniquely municipal improvements such as
water and sewer systems. Other sections are not written with the
:larity or the relevance that is needed for municipal type projects.
The Southern California chapters of the American Public Works
Association and the Associated General Contractors formed a Joint
Cooperative Committee in the early 1960's to develop a standard
specification that would meet the needs of local agencies. It was
first published in 1967 and has been known as the "Green Book" ever
since. This document represents four years of intensive work and has
been updated every three years since. It answers the need for a uniform
specification document governing public works construction in cities,
counties, special districts and public utilities in Southern California.
Changing technology and advanced thinking in the construction industry
are continually monitored and brought into the document via the updates
every three years.
Nearly all cities in this county as well as Orange County EMA use the
"Green Book". It meets State and Federal standards so that eligibility.

Attorney's office has approved its use with some minor changes needed to
fit our requirements.

RESOLUTION NO. 88-64
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN ADOPTING STANDARD SPECIFICATIONS
FOR PUBLIC WORKS CONSTRUCTION
WHEREAS, Southern California Chapter of the American Public
Works Association (APWA) and the Southern California Districts of
the Associated General Contractors (AGC) of California formed a
Joint Cooperative Committee to develop standard specifications
which task was completed and the first edition published in 1967
and known since that time by the term "Green Book"; and
WHEREAS, the City of Tustin supports the need for uniform
specifications governing public works construction performed for
cities, counties, special districts and public utilities in the
Southern California area;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Tustin that for all future public works projects the
basic format for the specifications shall be the latest edition
of the Standard Specifications for Public Works Construction as
promulgated by the APWA-AGC Joint Cooperative Committee.
