RECOFff4ENDATION
It is recommended that the City Council approve Final Tract Map No. 1316! by the
adoption of Resolution No. 88-58 as submitted or revised.
BACKGROUND AND SLI~ARY
On November 23, 1987, the Planning Commission recommended approval of Tentative
Tract Map No. 13161 for the subdivision of an 11.3 acre site into four {4)
numbered and two (2) lettered lots for the purpose of developing 145 condominium
units with one {1) private community recreation area. Subsequently, the
Tentative Map was approved by the City Council on December 21, 1987. This
approval included numerous conditions which the applicant has complied with and
the Final Map is ready for recordation with the Orange County Recorders Office.
Prior to this recordation, the Final Map must be reviewed and approved by the
Planning Commission and City Council. On May 23, 1988 the Planning Commission
reviewed the subject Final Map and adopted Resolution No. 2503 which recommends
approval of Final Map 13161 to the City Council.

The project site is bordered by Tusttn Ranch Road on the west, Lagier Way to the
south, and Heritage Way to the northeast. Planned and anticipated development
in the vicinity include proposed single-family homes to the east, multi-family
developments to the southwest and a Community Park and High School site to the
north.
CONCLUSION
The Tentative Map approved for this project included various conditions of
approval which required adjustments to the map. These adjustments included
providing an additional pedestrian paseo at the southeast corner of the
project. All of the required revisions are reflected upon the Final Map and the
required conditions of approval have been met. Staff has determined that the
Final Map is in conformance with the Tentative Map approval, requirements of the
East Tustin Specific Plan, Development Agreement, the City's Subdivision Code,
the East Tustin EIR and the State Subdivision Map Act. Based upon this
conformance, staff suggests that the City Council approve Final Map 13161 by the
adoption of Resolution No. 88-58.

A RESOLUTION OV THE CITY COUNCIL OV THE CITY OF
TUSTIN APPROVING FINAL TRACT MAP NO. 13161
The City Council of the City of Tustin does hereby resolve as follows:
I. The City Council finds and determines as follows:
A. That Final Tract Map No. 13161 has been submitted by LDM
Development Company.
That a Public Hearing was held by the Planning Commission on
November 23, 1987. At this hearing the Planning Commission
recommended approval of Tentative Tract Map 13161 to the City
Council. Subsequently, the City Council approved Tentative
Tract Map 13161 on December 21, 1987 with the Planning
Commission recommending approval of Final Map 13161 at their
meeting on May 23, 1988.

That the proposed subdivision is in conformance with the Tustin
Area General Plan, adopted East Tustin Specific Plan,
Development Agreement and Subdivision Map Act as it pertains to
the development of residential condominium units.
That the City has reviewed the status of the School Facilities
Agreement between The Irvine Company and the Tustin Unified
School District, the East Tustin Specific Plan, EIR 85-2, the
impacts of Tentative Tract Map 13161 on School District
facilities, and reviewed changes in State law, and finds and
determines that the impacts on School District facilities by
approval of this map are adequately addressed through the
reservation of a high school site and elementary site in
conjunction with Tentative Tract Map 12763, and imposition of
school facilities fees as a condition of approval of Tentative
Tract Map 13161.
E. That the site is physically suitable for the type of development
proposed.
F. That the site is physically suitable for the proposed density of
development.
That the design of the subdivision or the proposed improvements
are not likely to cause substantial environmental damage or
substantially and avoidably injure fish or wildlife in their
habitat.

That the design of the subdivision or the type of improvements-
proposed will not conflict with easements acquired by the
public-at-large, for access through or use of the property
within the proposed subdivision.

That the destgn of the subdivision or the types of improvements
proposed are not 11kely to cause serious public health problems.
J. That the Final Map is in substantial conformance with the
Tentative Map.
II.
The City Council hereby approves:
A. Final Tract Map No. 13161 subject to final approval of the City
Engineer.
B. The Subdivision Agreement and bonds for Tract 13161 and
authorizes the Mayor and City Clerk to execute said Agreement.
PASSED AND ADOPTED at a regular meeting of the Tustin City Council, held on
the day of , 1988.
