Huston, city Manager Administrative Services Department Community Services Commission Ordinance RECOMMENDATION That Council introduce Ordinance %1009, establishing a Community Services Commission. willingness to re- with the following B~CKGROUND The City Council previously indicated a establish a Community Services Commission guidelines: 1. That the Commission have seven members, all Tustin residents. Se e That the Commission be an advisory body to the City Council and Community Services staff in all matters relating to parks, park design and development, recreation, and community services. That the Commission serve at the pleasure of the City Council and be named the Community Services Commission. That the Commission meet as often as is necessary to carry out its responsibility, but a minimum of once each quarter in regular session. That the Commission be compensated for attendance at Commission meetings at the rate of $25 per meeting. That the city Council meet with the Commission at least once per year to give the Commission direction regarding Council policy. Community Services Commission Page Two The City Attorney has drafted an Ordinance which includes all of the above points. Staff awaits direction regarding the method Council wishes to utilize to recruit, interview and select the seven commissioners. Royle~h At White, Director Commuh/-t~3~ and Administrative Services RAW: jg '1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 2O 21 22 23 24 25 26 27 28 ORDINANCE NO. 1'009 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, C~LIFORNI~, ~DDING P/~RT Vt CONSISTING OF SECTIONS 1551 THROUGH 1557, TO CHAPTER 5 OF ARTICLE I OF THE TUSTIN CITY CODE TO EST/~BLISH ~ COMMUNITY SERVICES COMMISSION The City Council of the City of Tustin does ordain as follows: Section Part V, consisting of Sections 1551 through 1557, is hereby added to Chapter 5 of Article I of the Tustin City Code to read as follows: "PART V COMMUNITY SERVICES COMMISSION 1551. COMMISSION ESTABLISHED There is hereby established the Community Services Commission of the City of Tustin with the compensation, jurisdiction, duties, terms of office and other characteristics as specified herein. 1552. MEMBERS The Community Services Commission shall consist of seven (7) members who shall be residents of the City during all times they hold office. 1553. APPOINTMENT AND TERMS Members of Commission shall Council. the Community Services be appointed by the City Three (3) of the first members of the Community Services Commission shall serve from the time of their appointment until July 1, 1989, and four (4) of the first members of the Community Services Commission shall serve from the time of their appointment until July 1, 1990. Subsequent members of the Commission shall serve for terms of two (2) years ending on July 1 of the appropriate year. All members of the Commission serve at the pleasure of the City Council, and may be removed by a motion of the City Council, adopted by at least three (3) affizmative votes. All members of the Commission shall serve until their respective successors are appointed and qualified. 1554. COMPENSATION OF MEMBERS Each of the members of the Services Commission shall compensation of Twenty-five Dollars for each meeting attended. Commu~nity receive ($25.00) 1555. DUTIES The Community Services Commission shall serve as an advisory body to the City Council and the Community Services staff on all matters relating to parks, park design and development, recreation, and community services. 1556. MEETINGS At its first meeting, the Community Services Commission shall establish, by resolution, the time and place of subsequent regular meetings which shall be held not ~less than once every three (3) months. ~ The Community Services Commission may meet at such other times and places as hereafter may be determined from time to time by the Commission to be necessary or convenient. All meetings shall be held in accordance with the Ralph M. Brown Act, Government Code Sections 54950 through 54961. 1557. JOINT MEETING WITH CITY COUNCIL The City Council shall meet with the Community Services Commission at least once each year to give the Commission direction regarding Council policy."
