SUBJECT: REQUEST FOR HANDICAPPED PARKING STALL
RECOMMENDATION:
That the Tustin City Council at their meeting of June 6, 1988 authorize
the designation of an on-street handicapped parking space on the
easterly side of Pacific Street between the C. R. Reproductions drive-
way and the residence driveway at 145 So. Pacific Street.
BACKGROUND:
At the public concern portion of the May 16, 1988 City Council meeting,
Ms. Betty Davies raised a concern about the lack of parking either at
her place of employment or on the public streets (First Street and
3acific Street) immediately adjacent to her place of employment.
Ms. Davies has approached her employer requesting a designated
handicapped parking stall, but as indicated at the Council meeting, she
indicated that her employer, C. R. Reproductions said they were short of
parking due to customer parking needs and delivery vehicle parking
needs.
Ms. Davies indicated that she has to park a great distance from C. R.
Reproductions and has to carry her breathing apparatus to and from her
car. She had requested some of the red zoning on Pacific Street be
removed and replaced with a designated handicapped parking space.
DISCUSSION:
A field review of the C. R. Reproductions parking lot and the adjacent
streets revealed the following:
1. The C. R. Reproductions parking lot contains approximately 32
on-site parking stalls of which one contains a picnic table.
2. The red zones along First Street are for bus zones and/or clear
areas adjacent to driveways.
Red zones along Pacific Street provide clear zones adjacent to
driveways for visibility for exiting motorists and to provide
maximum visibility to the curved areas of Pacific Street as well
as the First Street intersection.

The availability of an existing on-street parking space which
could be converted to a designated handicapped parking space.
This space is located on the easterly side of Pacific Street
between the C. R. Reproductions' driveway exiting to Pacific

Street and the residence driveway at 145 So. Pacific Street. The
only limitation that should be imposed is that no long-term parking
such as trucks, campers, vans, etc., should be allowed at this
location as they would pose a visibility hardship to both the
motorists exiting the C. R. Reproductions driveway as well as the
residence driveway at 145 So. Pacific Street.
Staff would suggest designating the on-street parking space on the
easterly side of Pacific Street between the C. R. Reproductions driveway
and the residence driveway at 145 So. Pacific Street on an interim basis
until such time it has been determined there is no need for such
designation.
