HomeMy WebLinkAboutNB 4 SIDEWALK REPAIR 06-06-88DATE: MAY 31, 1988 NEW BUSINESS TO: WILLIAM HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: AWARD OF CONTRACT FOR SIDEWALK AND CURB AND GUTTER REPAIR PROJECT, 1987-88 FY RECOM/~ENDATION: That the City Council award the contract for subject project to General Procurement & Construction Co., Inc. of Costa Mesa, California in the amount of $184,745.50 and authorize staff to add additional work to the contract to utilize all budgeted funds. BACKGROUND: Subject project encompasses removal and replacement of sidewalks and/or curbs and gutters, root pruning, and installing root barriers at various locations throughout the City. These locations were mainly damaged by City parkway trees. Trees to be pruned will first be top-trimmed by the Field Services Division to reduce the possibility of losing trees during strong winds. Five bids were submitted for bid opening on May 31, 1988 at 2:00 P.M. and are summarized as follows: General Procurement & Construction Co., Inc., Costa Mesa, -- $184,745.50 Sully-Miller Contracting Co., Long Beach $193,093.65 Damon Construction Co., Gardena $202,202.15 B-1 Enterprises Corp., Rancho Cucamonga $223,026.26 Bruce Paving Co. Inc., Gardena $253,430.10 The low bid is 9.55% below the Engineer's Estimate of $204,243.10. There is presently $211,000 allocated for sidewalk and curb and. gutter repair, Approximately $5,000 will be spent on grinding of sidewalk at various locations to reduce slab differentials that need attention but are not as severe as others to be handled under this project. This will be done by purchase order. This will leave approximately $21,000 to be spent on additional work under this project to utilize the budgeted funds. New sidewalk 239 SF TOTAL BID B-2 The undersigned understands that the foregoing quantities are approximate only, being given as a basis for the comparison of bids and the City of Tustin does not, expressly or by implication, agree that the actual amount of work will correspond therewith, but reserves the right to increase or decrease the amount of any class, or portion of the work or to omit portions of the work as may be deemed necessary or advisable and in the best interests of the City by the Engineer. In case of discrepancy between the unit price and the total amount for a contract item, the unit price shall prevail. The basis for determining the low bid shall be by correctly multiplying the number of units by the unit price bid to calculate a total amount for each contract item and obtaining a total bid by correctly adding together all contract item total amounts. If a unit price is not legible or is missing, the total amount for that contract item shall be divided by the approximate quantity of units to arrive at the unit price bid. If both the unit price and total amount for a contract item are left blank, then the entire bid shall be rejected. If this proposal shall be accepted and the undersigned shall fail to enter into the contract and to furnish the two bonds in the amounts required, with surety satisfactory to the City of Tustin, and the required Certificate of Insurance within ten days, not including Saturdays, Sundays and legal holidays, after the date of the Notice of Award from the City Engineer, the City of -Tustin may, at its option, determine that the bidder has abandoned the contract, and thereupon this proposal and the acceptance thereof shall be null and void, and the forfeiture of such security accompanying this proposal shall operate and the same shall be the property of the City of Tustin. The undersigned bidder hereby acknowledges that he/she understands the bonding requirements of the City of Tustin which, per City Code, states that the surety company must be rated Grade A and Class IV, or better, in the latest edition of Best's Key Rating Guide.
