SUBJECT: EARTHEN FLOOD CONTROL CHANNELS (INFORMATION REPORT)
At their last meeting of May 16, 1988, the City Council raised a concern
regarding litter and standing water within earthen flood control
channels within the City.
The majority of these earthen channels within the City fall under the
jurisdiction of the County of Orange Environmental Management Agency
(Flood Control District) with respect to routine maintenance and
upgrading/reconstruction. Staff has communicated with the County
requesting that they address the issues of .standing water and litter
control within the channels. Total elimination of all standing water is
very difficult due to the flat gradients of the channels and the
continual erosion of these channels during the stormseasons.
The County EMA is currently reconstructing a portion of the E1 Modena-
Irvine Channel northerly of the Browning Avenue and Bryan Avenue inter-
section. This concrete lining and channel enlargement project will
eliminate the standing water problems and provide 100-year level storm
protection within that area.
Another earthen channel which provides on-going maintenance problems is
· a City-owned earthen channel. This channel is located adjacent to and
easterly of Tustin Meadows homes between Walnut Avenue and Edinger
Avenue. This channel is scheduled for improvement within the city's
five-year capital improvement program as follows:
1989-90 Edinger Avenue to Sycamore Avenue ........ $307,900
1990-99 Sycamore Avenue to Walnut Avenue ......... $269,000
subject to availability of funding.
Staff will continue to work with the County to implement these channel
improvements as well as on-going maintenance needs.
