SPECIAL ELECTIONS FOR ANNEXATIONS NO. 139 AND 140
RECOMI~NDATION:
IC is recomended Chat the City Council adopt Resolution No. 87-80 and Resolution
No.87-81, requesting the Board of Supervisors to conduct Special Elections for
Annexation No. 139 and Annexation No. 140, and appropriate $3,500 for conduct of
the elections. .~
..BACKGROUND:
(he Clerk of the Registrar of Voters has conveyed to me that they would be willing
to conduct the Special Elections for Annexations 139 and 140 at a cost of $1.07
per registe?ed voter, calculated as follows:
Annexation No. 139
176 registered voters
x $1.07 = $188.32
Annexation No. 140
2531 registered voters
x $1.07 = $2,708.17
The City would still incur additional minor costs with the County conducting the
elections.
If the City conducts'the elections, Martin & Chapman Company, Election Suppliers,
would charge approximately $3,000 for printing and mailing ballots, etc. In addi-
tion, the City would have to pay precinct workers and various other related costs.
Irrespective of who conducts the elections, the City Clerk would be responsible
for receiving and choosing arguments for or against the annexations and rebuttals
to these arguments.

RESOLUTION NO. 87-80
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,'
CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE
COUNTY OF ORANGE TO PERMIT THE REGISTRAR OF VOTERS TO CON-
DUCT A SPECIAL ANNEXATION ELECTION FOR TERRITORY KNOWN AS
EVENINGSIDE-RAINBOW ANNEXATION NO. 139 TO BE HELD IN TER-
RITORY PROPOSED FOR ANNEXATION ON TUESDAY, THE 3RD OF
NOVEMBER, 1987
WHEREAS, a Special Annexation Election is to be held in the terri-
tory known as Eveningside-Rainbow Annexation No. 139 on Tuesday, November 3,
1987; and
WHEREAS, it is the desire of the City to request the County of
Orange to conduct the Special Annexation Election; and
WHEREAS, all necessary expense in performing this service shall be
paid by the City of Tustin;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFOR-
NIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That pursuant to the provisions of Section 22003 of
the Elections Code of the State of California, this City Council hereby
requests the Board of Supervisors of said County to permit the Registrar of
Voters to conduct a Special Annexation Election for territory known as
Eveningside-Rainbow Annexation No. 139.
SECTION 2. That said City shall reimburse said County for ser-
vices performed when the work is completed and upon presentation to the City
of a properly approved bill.
SECTION 3. That the City Clerk is hereby directed to forward
without delay to said Board of Supervisors and to said Registrar of Voters,
each a certified copy of this resolution.
PASSED AND ADOPTED at a regular meeting of the City Council of the
City of Tustin, California, on July 20, 1987.
