HomeMy WebLinkAboutOld Business #3 7-20-87 OLD BUSINESS GENDA o TO: FROM: SUBJECT: WILLINq HUSTON, CITY MANAGER PUBLIC WORKS DEPARTHENT/ENGINEERING DIVISION COLUMBUS-TUSTIN PARKSITE CONCERNS - Recently, two concerns were raised relating to Columbus-Tustin Park as follows: °Litter within the parksite and adjacent to the park along Irvine Blvd. °Racing/speeding of vehicles within the parking lot and while exiting said lot. Community Services reports that Columbus-Tustin is the City's heaviest used park and is in service seven days per week. Various youth organizations, the School District, adult softball teams, and weekend tournamets utilize this park year around. The trash has been an ongoing concern for both the City and School District. It is supposed to be picked up on the open playing fields area by the Tustin Unified School District each weekday morning. The City Maintenance staff is responsible for picking up trash on the tennis courts, the building area, and the parking .lot. The Community Services field crew comes on duty at 3:00 p.m. and they also check trash upon arrival. This crew monitors and picks up trash throughout the evening. The fields are used during the day by the junior high school students which create some of the trash, but the major portion of the trash is generated by other users. Staff has put the burden on weekend users to pick up after themselves or lose the privledge of using the fields. This can be monitored through both our Maintenance personnel and Community Services field supervisors, who will survey the park each Monday morning to make sure that it is in good order. If it is not, the group will lose the privledge of using the park. Staff has discussed the alternative of hiring extra maintenance personnel to cover the park and pick up the trash. This would depend upon opening negotiations with the Tustin Unified School District to bill them for this service and renegotiate the joint powers agreement. In addition to the above mentioned efforts, the Maintenance Division has increased :ts cleanup efforts within the Irvine Blvd. right-of-Way adjacent to the park with ncreased litter pick-up and street sweeping. The second concern of racing/speeding vehicles within the parking lot the adjacent areas has been reviewed, and it has been determined that any type of physical closure of the parking lot; i.e. a chain across the driveways, would not be a workable solution. This type of barrier could result in either property damage or . personal injury and be a potential liability to the City. In lieu of the placement of a physical barrier, the Community Services Staff has suggested curfew signing for both the parksite and the parking lot. This signing and Police enforcement of the area should result in an improved condition. Staff will continue to monitor these concerns and hopefully minimize and future problems.
