REQUEST TO ROIOVE LA COL[HA ROAD-FROM THE COUNTY MASTER PLAN OF
ARTERIAL HIGHWAYS
RECOMMENDATION
That the City Council authorize the Mayor to send a letter to the Orange County
Board of Supervisors requesting that the County initiate proceedings to remove
La Colina Road from the County Master Plan of Arterial Highways (MPAH).
DISCUSSION
The City Council previously expressed its desire to have La Colina Road between
Newport Avenue and Browning Avenue removed from the County MPAH. Since this
portion of La Colina Road is currency under County jurisdiction, the County
would have to undertake the procedural steps required to remove it from the
MPAH.
The basis for this request is that the portion of La Colina Road within the
City's present limits (Browning Avenue to Tustin Ranch Road) is designated as a
residential street. Traffic studies prepared in connection with the East
Tustin Specific Plan and £IR demonstrated that the residential street
designation is appropriate given the traffic to be generated by the East Tustin
project. The only reason why La Colina Road would have to be widened beyond
two lanes is iT the County implemented the MPAH, thereby widening La Colina
Road within the County area, i.e., Newport Avenue to Browning Avenue.
The City Council has consistency maintained a position that it supports
elimination of La Colina Road from the MPAH thereby retaining it as a two-lane
street. That position has been substantiated by the City's traffic engineering
studies.
