RECOMMENDATION:
It is recommended that the City Council, at their meeting of July 20, 1987, award
the contract for subject project to Spear Pipeline Construction of Orange,
California in the amount of $196,014.05.
BACKGROUND:
Subject project encompasses replacement of deteriorated water mains at the
following locations within the City and the unincorporated area of Orange County:
Second St. from "B" St. to Pacific St ................................ (City)
Third St. from "B" St. to Pacific St ................................. (City)
Wass St. from Newport Ave. to Elizabeth Way .......................... (City)
Elizabeth Way from Irvine Blvd. to 650' N of Wass St .......... (City/County)
Irvine Blvd. from Brittany Woods to 166'~ west ..................... (County)
Sealed bids for this work were opened on July 14, 1987 at 10:30 a.m. and were
received as follows:

The low bid is $196,014.05 or 21% below the engineer's estimate of $248,633.00.
There is presently $301,000.00 allocated in the F.Y. 1986-87 Budget for these
locations. The remaining funds will be utilized by Water Division crews to make
the individual house connections to the new mains.
