HUSTON, CITY MANAGER FINANCE DEPARTMENT PUBLIC HEARING - SOLID WASTE COLLECTION FEES PLACED ON TAX ROLLS RECOMMENDATION The City Council take appropriate action as determined by the City Attorney to approve the placement of solid waste collection fees on the property tax rolls at the proposed amount of $64.20 per unit to a maximum of three units. DISCUSSION August of 1984 Council adopted a solid waste collection fee. The expressed preference by several Council members was that the fee should be placed on the tax roll from the onset. Due to procedural requirements of the County Assessor's office and media input requirements of the Auditor Controller's office we have not been able to put the solid waste collection fee on the roll. As a part of the franschise ageement our contractee has been collecting the fee directly, adding his cost of collection to the fee. We've now got a system in place that will provide the media input as required by the Auditor Controller's o.ffice. We are anticipating an increase of roughly 7.6% in the basic charge for collection. This has not been negotiated as of yet but the increase will be based on several cost factors weighted to come up with a composit increase amount. Also the County has installed scales at the land fill sites that have significantly increased land fill fees collected by them and passed on to the City. Huston July 1, 1986 Page 2 By placing the fee on the tax roll we can save the consumer the $15 (22%) a year that the contractor is charging for providing billing services. This is the most significant benefit to be realized by the consumer but there is also the minor bother of receiving quarterly bills in advance, writing four checks a year, etc. Ronald A.
