SUBJECT: DECORATIVE CROSSWALKS ON EL CAI4INO REAL AND HAIN STREET RECOMMENDATION: 'City Council action on July 7, 1986. That raised white reflective markers be installed at two test intersections of E1 Camino Real and Third Street, and at Main Street and "C" Street and, if acceptable, complete installations on all other decorative crosswalks along E1 Camino Real and Main Street. BACKGROUND: In December, 1982, the City completed the street improvements along both E1Camino Real and Main Street which included the decorative crosswalks of recent concern. These crosswalks consist of brick pavers contained within two 12 inch wide concrete bands. At a recent Council meeting, a concern was raised regarding the visibility of these crosswalks with respect to surrounding street pavement and staff was requested to look into the feasibility of painting the crosswalks. Staff has also received a request from the Police Department with regards to painting these crosswalks to provide improved visibility. DISCUSSION: Since their initial installation, the decorative crosswalks have been stained with oil/grease and are not as clearly visible as when originally constructed. Section 275 of the California Vehicle Code (CVC) defines a crosswalk as either of the following: (a) That portion of a roadway included within the prolongation or connection of the boundary lines of sidewalks at intersections where the intersecting roadways meet at approximately right angles., except the prolongabion of such lines from an alley across a street. (b} Any portion of a roadway distinctly indicated for pedestrian crossing by lines or other markings on the surface. As a result of this definition, a crosswalk does not have to be marked or designated on the pavement surface. JULY 1, 1986 PAGE TWO Several cities including the City of San Diego have removed all crosswalk pavement markings on the basis that they feel it provides a safer atmosphere for the pedestrian. Painted crosswalks do not always increase safety. Pedestrians may get a false sense of security from the crosswalk markings and place themselves in more hazardous positions than they would if the crosswalk were unmarked. Due to the composition of the brick pavers and concrete bands, staff feels that the painting of the concrete bands would not be aesthetically acceptable to the community. Additionally, it would be a constant maintenance effort to keep the painted concrete band in a highly visible state. As an alternate to painting, it is suggested that raised white reflective two-way markers be installed on each side of the crosswalk. These raised reflective markers would be visible during both day time and night time. It is further suggested that these markers be installed at two intersections as a test so that the effectiveness can be evaluated. The intersections of E1 Camino Realm and Third Street, and Main S~reet and "C" Street are suggested for test intersections.
