PROJECT ANALYSIS:
A letter of request for annexation to the city of Tustin has been received from
a resident of a county area, easterly of Red Hill, south of Melvin Way. This
area is bounded by Red Hill on the west, Melvin Way on the north, Bryan Avenue
on the south and 100 feet easterly of Woodland Drive.
This proposed area is surrounded by the city except for the northeasterly corner
of the proposed Diamond Head annexation area.
The other part of the proposed annexation known as Garland is located westerly
of Red Hill just southerly of Irvtne Boulevard. This small area is completely
surrounded by the city-except for the Red Hill Avenue frontage.
These two areas may be annexed pursuant to the island annexation procedures of
Sections 56801 and 56700 of the Government Code. This procedure requires the
City Council to advertise a public hearing on its intent to adopt a resolution
making application to the Local Agency Formation Commission for annexation. The
Local Agency Formation Commission makes findings related to compliance with the
island annexation requirements and refers the proposals to the Board of
Supervisors as the conducting authority. If protests are filed with the Board
of Supervisors that represent less than 50% of the registered voters of the
area, the annexation to the city is ordered by the Board.

Irvine's Subdivision, per map thereof recorded in Book 1, page 88 of
Miscellaneous Maps, in the office of the County Recorder of Orange
County, California, described as follows:
BEGINNING at an angle point in the existing boundary line of the
City of Tustin as established by the "Red Hill-Melvin Annexation
No. 100," said point being the Northeasterly terminus of that certain
course described in said annexation as "S. 39° 54' 15" W., 165.00 feet,"
said point also being on the centerline of Melvin Way, distant
N. 50° 00' 15" W., 125.40 feet from the Southeasterly terminus of said
centerline as shown on the map of Tract No. 3715 recorded in Book 130,
pages 49 and 50 of Miscellaneous Maps, in the office of said County
Recorder;
Thence along said existing boundary line as established by the
"Red Hill-Melvin Annexation No. 100," the following courses and
distances:
S. 39° 54' 15" W., 165.00 feet to an angle point;
Thence S. 50° 00' 15" E., 125.40 feet to an angle point;
Thence S. 39° 54' 18" W., 330.25 feet to the most Westerly corner
of Tract No. 3857 per map thereof recorded in Book 136, pages 6 and 7
of Miscellaneous Maps, in the Office of said County Recorder;
Thence continuing along said existing boundary line as established
by the "Red Hill-Melvin Annexation No. 100," the following courses and
distances:
S. 39° 54' 18" W., 105.00 feet to an angle point;

Thence S. 39° 54' 30" W., 700.51 feet to an angle point, said
point also being on the existing boundary line of the City of Tustin
as established by the "Bryan-Red Hill Annexation," at the intersection
of a line parallel with and 40.00 feet Southwesterly of the centerline
of Bryan Avenue with the Southwesterly prolongation of the Northwesterly
