RECOMMENDATION:
For the Council meeting of July 21, 1986.
Staff recommends no traffic signal modification at Seventeenth Street and Yorba
Street (north)/Enderle Center Way at this time.

BACKGROUND:
At a recent City Council meeting, staff was requested to study the feasibility and
cost to modify the traffic signal at Seventeenth Street and Yorba Street
(north)/Enderle Center Way to accommodate left turn phasing from both Yorba Street
and Enderle Center Way in addition to the existing left turn phasing from
Seventeenth Street.
DISCUSSION:
The estimated cost for converting this intersection to a full eight phase system
is $34,000.00.
Staff has reviewed the intersection in its entirety and has determined that it is
not desirable from a "vehicle progression" viewpoint (along Seventeenth Street) to
implement additional !eft turn phasing for Yorba Street {north)/Enderle Center
Way. It was further determined that it was not a "needed improvement" due to
lower turning volumes from these streets.
Several delay studies were completed in both the a.m. and p.m. periods. Both
northbound and southbound left turn demand was definitely present. For every
signal cycle studied there was only one cycle out of a total of 35 cycles where a
vehicle was delayed. Left turn movements averaged about four vehicles per cycle
for both directions.
At this time, staff feels that the existing conditions, as observed, do not
warrant the installation of left turn phasing for Yorba Street (north}/Enderle
Center Way at Seventeenth Street.
