HUSTON, CITY HANAGER PLANNING CONSULTANT RECOHlqENDATION: That the City Council authorize the Mayor to execute an agreement with the firm of LSA for planning services subject to the City Attorney's approval of the form of the agreement. BACKGROUND: As the City Council is aware, the City's Senior Planner, Ed Knight, has resigned to accept the position of Director of Development Services for the City of Seal Beach. Because of the importance of this position it is necessary to retain a consultant with the experience and expertise required to fill the void created by Mr. Knight's departure. LSA has provided engineering services to the City in the past and is currently the City's consultant project manager for the Tustin Ranch Road interchange project. Mr. Robert Balen, a Project Manager with LSA, would spend 20-25 hours a week coordinating and directing the day-to-day affairs of the Community Development Department. He would also attend Planning Commission and City Council meetings. Mr. Lamm will continue as Acting Director and provide administrative advice and direction for any large-scale or complicated development projects. At this point, LSA would provide planning services until the new Director is appointed at which time recruitment would commence for the vacant Senior Planner and City Planner positions. LSA's rate is $60.00 per hour which is a standard rate for professional planning services. Staff did consider other consultants but feels LSA is best able to provide the services the City needs under the present circumstances. William A. Huston Ci t,y Manager WA~I :ih
